City employee services director Diane F. Moser to join JEA as top HR officer

The city of Jacksonville's longtime human resources leader is joining JEA as its top HR officer.

Diane F. Moser will succeed David Emanuel as the city-owned utility's chief human resources officer, JEA announced Sept. 13.

A JEA news release said Moser served the city of Jacksonville for more than 30 years, most recently as director of employee services. A release on the city of Jacksonville's website said Moser was promoted to director of employee services in 2016 after nearly 25 years of service. She joined the city in 1992 as a human resources analyst.

"I'm pleased to welcome Diane to JEA. Her commitment to public service and fostering a positive and inclusive workplace align with our values and goal of building an exceptional work culture at JEA," JEA Interim CEO and Managing Director Vickie Cavey said in the release.

Moser also served on the city pension board, the JEA release said.

She will begin her role with JEA on Oct. 7. Her responsibilities include developing and implementing organizational redesign efforts, talent acquisition, succession planning and compensation plans.

A JEA spokesperson said the utility would not comment on the reason for Emanuel's departure.

JEA also announced the promotion of Ricky Erixton to deputy chief operating officer. Erixton has worked at JEA in multiple leadership positions for more than 30 years, most recently as vice president, electric systems. He will continue to oversee electric systems along with his new duties.

Erixton began his JEA career as a co-op in 1989 and joined the company in a permanent role in 1991 as an engineer in the system operations department. He spent almost 20 years in system operations before being promoted to director, transmission and distribution maintenance in 2011 and to senior director, transmission and distribution in 2019.
