"Hooning" street takeovers by stunt drivers and others took off during the pandemic and continue to bedevil law enforcement, including in Cleveland at the end of last month when drivers took control of 16 intersections, parking lots and roadways. They used them to set off fireworks, try to light fires and aim pellet guns at police and citizens, in addition to stunt driving , cleveland.com's Megan Sims reported. Some participants even shut down part of Interstate 90 near West 14th Street.

Impacted Clevelanders were both scared and outraged — as was Cleveland City Council, which demanded more accountability and action from city police who still haven't activated a drone program Council funded two years ago.
