Jail relocation, higher education among topics in JAX Chamber trip to Indianapolis

With the city of Jacksonville facing a big-ticket expenditure to move its jail and working to land a University of Florida campus Downtown, participants in this year's JAX Chamber trip will head to Indianapolis to see how leaders there dealt with relocating the city's jail and how higher education institutions are benefiting downtown. The three-day, two-night trip begins Sept. 25. A roster provided by the chamber lists 149 registrants, including local business and community leaders. Sessions include a discussion on Duval County Detention Center consolidation and relocation, featuring Sheriff T.K. Waters and an officer from the Marion County, Indiana, Sheriff's Office. In 2022, Marion County consolidated its midtown jail and its civil and criminal courts in a Community Justice Campus southeast of Indianapolis' downtown. This year, a special Jacksonville City Council committee examined how to address problems with the aging John E. Goode Pre-trial Detention Facility – the Duval County jail – at 500 E. Adams St. and police headquarters at 501 E. Bay St. The committee envisioned closing the jail and building a campus-style facility away from Downtown. The cost of the new facility could exceed $1 billion. Trip participants also will discuss higher education downtown in a conversation moderated by an Indiana University administrator and featuring University of North Florida President Moez Limayem, Jacksonville University President Tim Cost, Florida State College at Jacksonville President John Avendano and University of Florida Vice President Kurt Dudas. Downtown Indianapolis is home to Indiana University and Purdue University campuses, which were once consolidated as Indiana University-Purdue University Indianapolis. The new, separate Purdue University campus opened in July 2024. In Jacksonville, a proposal to establish a UF graduate campus Downtown has attracted $250 million in funding from the city, state and private donors since being announced in February 2023. Discussions between the city and UF are ongoing, including on where the campus would be located. Three sites have been identified. They are adjacent to the Prime F. Osborn III Convention Center, near Florida State College at Jacksonville's Downtown Campus and near EverBank Stadium in the Sports Complex. Other sessions will cover river and canal development, including the Emerald Trail, and innovations in supporting business ownership, such as microlending.
