Jefferson County man allegedly caught with child porn after sharing it on social media
JEFFERSON COUNTY, Pa. (WTAJ) — A Jefferson County man who was convicted of child sex abuse charges is now facing child pornography charges after he allegedly uploaded it on social media.
Steffan Dolby, 28, of Reynoldsville, who police noted was charged and convicted in 2021 for various charges of sexual abuse of children, is now facing new charges. In September, Pennsylvania State Police received a tip from the Internet Crimes Against Children about a file of child pornography (CP) that was uploaded on X (formerly Twitter).

Police were given the username and IP address that the file was uploaded from. According to the affidavit, after reviewing the account they also noted that there were messages sent asking other users to send CP. Police determined that the internet provider at the IP address was Comcast and the company turned over records showing that it corresponded to the home in Reynoldsville where Dolby lived.
Troopers noted Dolby was to be serving 15 years as a tier 1 on the Sex Offender Registry and that he had not listed the account on X in his most recent Megan's Law update. Troopers wrote, "As part of his Megan's Law Sexual Offender registration he is to report any change, deletion, or addition of an internet identifier/account."
According to the affidavit, Dolby was on probation through the Jefferson County Prison. On Nov. 1, troopers executed a search warrant on Dolby's home. Dolby told troopers he did not have a phone, but later allegedly admitted that he had used one to create the X account and view child pornography. He also admitted to sending the file and told troopers that "it only happened once" and that there shouldn't be any more CP on the phone.
Officers found the phone and in a search of it, they found multiple files of CP and multiple social media accounts that he had not reported, according to the complaint.
Dolby is in the Jefferson County Prison with bail set at 10% of $30,000. He is facing felony charges of child pornography, disseminating files of child sex acts, failing to register with PSP and criminal use of a communication facility.

A preliminary hearing is scheduled for Nov. 27.
