LANCASTER COUNTY, Pa. (WHTM) – A Lancaster County mother is facing charges for allegedly providing firearms to her teenage sons that were used in a house party shootout .

Brandi Whisman was charged with two counts each of endangering the welfare of a child and corruption of minors, all misdemeanors.

The teens, 17-year-old Alexander Whisman and 16-year-old Joshua Whisman were charged as adults for the September shooting in a city neighborhood. Their case was also moved to county court, according to the Lancaster County District Attorney's office.

The District Attorney's office says the teens told police their mother gave them permission to take the handguns whenever they wanted and provided a key to access the guns.

Brandi Whisman is also accused of telling the teens where the guns were during the incident where two men were shot at on the 300 block of East New Street.

Alexander Whisman is also facing separate charges in an unrelated murder case where his cousin Matthew Whisman was drugged and thrown over a bridge. Two others, Steven Gaddis and Jeremy Absher, are facing charges in that case.

When Daniel Penny wrapped his arm around the neck of a homeless man on a Manhattan subway last year, the 25-year-old veteran appeared to be deploying a non-lethal chokehold long drilled into U.S. Marines. Done right, the maneuver should knock a person out without killing them, according to Joseph Caballer, a combat instructor in the Marine Corps who trained Penny in several types of holds. Prosecutors allege that Penny "went way too far" in his attempt to restrain Neely, showing an "indifference" toward his life even after he had lost consciousness and stopped fighting back.
