Man charged with arson in Mangilao fires

A man was arrested and charged with setting fire to trash bins before burning a vehicle and a dumpster at a Mangilao medical clinic Friday night, according to a magistrate's complaint filed in Superior Court.

Raifini Jicko, 34, reportedly told police he started the fires "for fun," the complaint stated.

He faces 15 years in prison if convicted of three counts of arson as a third-degree felony.

Jicko, who has a previous conviction for aggravated assault and criminal mischief, was being held Tuesday on $1,500 cash bail.

At 10:45 p.m. Friday, police were alerted to a dumpster and a vehicle burning at American Medical Center in Mangilao. The vehicle, a red Hyundai Tucson, was damaged beyond repair, according to the complaint.

While investigating the fire, police met with a neighbor who reported his trash bins were set on fire earlier that night. The bins were destroyed in the blaze.

Police wanted to question Jicko about the fires, and they found him in front of a Mangilao home on Monday.

"Jicko admitted to setting fire to a red car and a dumpster at AMC as well as trash bins at a nearby residence," the complaint stated. "The fire was started with a lighter and paper. Jicko stated he acted alone and claimed he did it 'for fun' after he had been drinking."

One of his relatives told police that Jicko left home with a piece of cardboard he set on fire, and he was seen throwing the burning cardboard into a neighbor's trash bin, the complaint stated.

The relative said Jicko returned home, got a lighter and went out toward AMC. He later told the relative he burned the car and the dumpster at the medical center, but said "he didn't do anything wrong," according to the complaint.
