Casey, McCormick in tight Senate race: What would a ballot recount look like in Pennsylvania?

What would trigger a recount?

In the Pennsylvania race for U.S. Senate, Republican challenger Dave McCormick still holds a slight lead over Democratic Sen. Bob Casey, but not by enough. The difference in votes is too narrow to project a winner."If we have to go to a recount, our elections department is starting to plan for that. So we're very close to that margin of error, half a percentage. We're just one of 67 counties that will have to do this," said Daniel Camp, chairman of the Beaver County Board of Elections."This is the first time I can remember the Senate race was this close. Obviously, a lot of individuals came out and voted," said Camp.| U.S. SENATE | U.S. HOUSE | ATTORNEY GENERAL | TREASURER | AUDITOR GENERAL | ALLEGHENY COUNTY | ARMSTRONG COUNTY | BEAVER COUNTY | BUTLER COUNTY | CLARION COUNTY | FAYETTE COUNTY | FOREST COUNTY | GREENE COUNTY | INDIANA COUNTY | JEFFERSON COUNTY | LAWRENCE COUNTY | MERCER COUNTY | WASHINGTON COUNTY | VENANGO COUNTY | WESTMORELAND COUNTYAccording to the Pennsylvania Department of State, the secretary of the commonwealth, Al Schmidt, will order all county boards of election to conduct a recount if a candidate who appears on the ballot in every district is defeated by one half of one percent of the vote or less. The secretary will issue that order by 5 p.m. on the second Thursday following the day of the election. In counties like Beaver, they would have to open all 129 precincts and their sealed boxes. For mail-in ballots, it differs."We'll just go through the process that we went through the other night with the mail-in ballots using a different scanner, per the election code," said Camp.PGlmcmFtZSBjbGFzcz0iYXAtZW1iZWQiIHRpdGxlPSJMaXZlIGVsZWN0aW9uIHJlc3VsdHMgdmlhIHRoZSBBc3NvY2lhdGVkIFByZXNzIiBzcmM9Imh0dHBzOi8vaW50ZXJhY3RpdmVzLmFwLm9yZy9lbGVjdGlvbi1yZXN1bHRzL2N1c3RvbWVycy9sYXlvdXRzL29yZ2FuaXphdGlvbi1sYXlvdXRzL3B1Ymxpc2hlZC80Nzc2OS8xNjYxOC5odG1sIiB3aWR0aD0iMTAwJSIgZnJhbWVib3JkZXI9IjAiIHNjcm9sbGluZz0ibm8iIG1hcmdpbmhlaWdodD0iMCI+PC9pZnJhbWU+PHNjcmlwdCBkZWZlciBzcmM9Imh0dHBzOi8vaW50ZXJhY3RpdmVzLmFwLm9yZy9lbGVjdGlvbi1yZXN1bHRzL2Fzc2V0cy9taWNyb3NpdGUvcmVzaXplQ2xpZW50LmpzIj48L3NjcmlwdD4=County boards of elections must submit a written recount plan to the state by 5 p.m. Friday following the election."We're looking at a two- to three-day window that will probably take to scan all 129 precincts, plus the 23,000 mail-in ballots we had here in Beaver County," said Camp.Beaver County says financially, it wouldn't put a strain on counties, but "it puts a strain on time constraint because we have to certify this election, so there's provisional ballots that needs to be counted, there's other items that need to be done by a certain date," said Camp.
