More schools miss state goals this year

Twenty-Four Luzerne County public schools missed state-mandated targets required to show "Adequate Yearly Progress" in student math and reading skills last year, up from 18 that fell short a year earlier.
The state posted the annual report this morning. To make "Adequate Yearly Progress," or AYP, schools must meet a variety of criteria in graduation rates, attendance, percentage of students taking state math anf reading tests in grades 3 through 8 and 11,and percentage of studnts scoring proficient or advanced in those tests. Overwhelmingly, schools tend to miss AYP by missing the proficiency goals in the tests. In most cases, they miss the goals in "subgroups" that are measured separately – low income, minority, special education students, for example – rather than having all students miss the goals.
AYP goals were mandated by the federal law known as No Child Left Behind, passed in 2001. It requires all schools to have 100 percent of their students tested score proficient or better by 2014. The percentage required each year rises steadily. This year in Pennsylvania, the goal was 67 percent proficient or better in math and 72 percent in reading. That’s up from 56 percent and 63 percent respectively last year.
The same goals are applied at each school and to a district as a whole, so a district can fail to meet AYP as well. In fact, schools may fail to meet the goals while the district still succeeds. In Luzerne County, Hazleton Area and Area – the county’s two largest districts by enrollment – missed the goals on the district level this year. All districts mad AYP in 2009-10.
At the school level, Crestwood and Dallas School Districts had all schools make AYP.
In Lackawanna, Luzerne and Wyoming Counties, 39 schools failed to achieve AYP this year, compared to 27 last year.

Note that in earlier years the tests were given in fewer grades, so not all schools were measured for AYP. Also note their ar various stages for missing AYP, beginning with a "warning" and moving to levels of "corrective Action." The more consecutive years a school misses the goals, the more serious the action coiuld be, with a state take over the ultimate punishment, though that has not happened locally.
To meet AYP after missing it, a school must make the goals two consecutive years. The first year it meets the goals it is deemed "Making progress."
