Most Napa County supervisors report owning scant local real estate

Though most of Napa County's current supervisors own property, outside of Alfredo Pedroza, all of those holdings are residential, public records show.

The Napa Valley Register checked the economic interest disclosure forms required from elected officials by the state Fair Political Practices Commission. Those forms alert the public to possible conflicts of interest.

For example, a supervisor might own land and the county might contemplate constructing a building next door. Since the county's decision could increase adjacent property values, the supervisor would have to abstain from the deliberations and votes.

Supervisors filed FPPC forms last spring for 2023. The Register also checked county Assessor's Office records.

After Pedroza, Supervisor Anne Cottrell apparently owns the most local property. She owns two houses in St. Helena, her disclosure form said. Both homes in 2023 generated rental income from relatives.

Plus, Assessor's Office records show she owns another house in St. Helena. Primary residents are not required to be listed on disclosure forms unless they also have a renter.

The Register typically does not divulge the location of homes owned by elected officials.

Supervisor Joelle Gallagher reported owning a home near downtown Napa that generated rental income.

Assessor records indicate Supervisor Belia Ramos owns a home in American Canyon.

Outside of property, Ramos reported being president of Raise the Bar LLC, a business that helps clients with the bar exam. Gross income for the venture was between $1,000 and $10,000.

Supervisor Ryan Gregory, on his FPPC form, reported owning no property in the county. Outside of property, he reported being an owner and partner with KG Planning Partners. Gross income for the venture was between $10,000 and $100,000. A client paying more than $10,000 was Napa Valley Investment Properties.
