Vienna November General Election Voter Guide: Candidates, How To Vote
VIENNA, VA — Sept. 20 marks the start of early voting for the Nov. 5, 2024 general election, which features local and federal races for Vienna voters to decide. Vienna voters will have U.S. Senate, U.S. House and president on the general election ballot as well as a Virginia constitutional amendment and Fairfax County bond questions. There is no Town of Vienna local election until 2025.
What's on the Ballot
Voters will cast ballots for president and vice president, member of the U.S. Senate, U.S. House of Representatives 11th district.
In the 11th Congressional District, incumbent Rep. Gerry Connolly (D-Fairfax) faces Republican challenger Mike Van Meter . The district includes all of Fairfax City and the portions of Fairfax County, roughly west and south of the Capital Beltway/I-95 corridor. The 11th District is considered solid Democrat in the 2024 Cook Political Report's House Race Ratings .
In the U.S. Senate race, incumbent Sen. Timothy Kaine (D) is running against Republican Hung Cao .
This year's ballot includes a referendum to amend the Virginia constitution, as well as transportation and public safety bonds for Fairfax County residents.

Virginia Constitutional Amendment
Should the Constitution of Virginia be amended so that the tax exemption that is currently available to the surviving spouses of soldiers killed in action is also available to the surviving spouses of soldiers who died in the line of duty?
Fairfax County Transportation Bond
Shall Fairfax County, Virginia, contract a debt, borrow money, and issue bonds, in addition to the transportation improvements and facilities bonds previously authorized, in the maximum aggregate principal amount of $180,000,000 for the purpose of financing Fairfax County's share, under the Washington Metropolitan Area Transit Authority Compact, of the cost of constructing, reconstructing, improving, and acquiring transportation improvements and facilities, including capital costs of land, transit facilities, rolling stock, and equipment in the Washington metropolitan area?
Fairfax County Public Safety Bond
Shall Fairfax County, Virginia, contract a debt, borrow money, and issue bonds in the maximum aggregate principal amount of $126,000,000 to provide funds, in addition to funds from public safety facilities bonds previously authorized, to finance, including reimbursement to the County for temporary financing for, the costs of public safety facilities, including the construction, reconstruction, enlargement, renovation and equipment of civil and criminal justice facilities, police training and operational facilities and stations, fire and rescue training facilities and stations, including fire and rescue stations owned by volunteer organizations, and the acquisition of necessary land?
Voter Registration
The deadline for voter registration or updating your address is Oct. 15. Same-day registration will be offered from Oct. 16 through Election Day, Nov. 5. Residents may register, update their registration or check their registration status through the citizen portal at vote.elections.virginia.gov .
Other options are registering in person at the Fairfax County Office of Elections during office hours, or downloading a paper application and mailing Fairfax County Office of Elections at P.O. Box 10161, Fairfax, VA 22038. Applications are also available at the Fairfax County governmental centers, Board of Supervisors' offices and Fairfax County library branches.
How to Vote Early
Voters may choose to vote early in person, request and submit a mail-in ballot or vote in person on Election Day. An acceptable form of ID is required to vote in person.
From Sept. 20 through Saturday, Nov. 2, Fairfax County voters can vote early at three locations:
Starting on Oct. 17, Fairfax County voters can cast in-person ballots at 13 additional early voting centers. The hours are: Monday – Friday: 1 p.m. – 7 p.m.; Saturdays (Oct. 19, Oct. 26, Nov. 2): 9 a.m. – 5 p.m.; Sunday (Oct. 27): 1 p.m. – 5 p.m.
To vote by mail, the easiest way to apply for a ballot is online through the Virginia Department of Elections citizens portal . Voters will need their Social Security number and a Virginia Driver's license or Virginia DMV-issued ID number.
Voters may also download a paper application and mail it to the Fairfax County Office of Elections at P.O. Box 10161, Fairfax, VA 22038, deliver it in person to the Office of Elections, scan and email it to , or fax it to 703-324-3725. Applications are also available at the Fairfax County governmental centers and Fairfax County library branches.
The deadline to request a mail-in ballot will be 5 p.m. on Oct. 25. Completed ballots must be returned to the Office of Elections by 7 p.m. on Nov. 5 or postmarked by Nov. 5 and received in the office by noon on Nov. 8.
Voters may return their completed ballot by mail or a drop box. Ballots can be dropped off at the ballot drop box outside the Fairfax County Government Center, early voting locations during voting hours, in person at the Office of Elections, or the drop box at your polling place by 7 p.m. on Nov. 5.
How to Vote on Election Day
Election Day voting is available at a voter's assigned polling place. Polls will be open from 6 a.m. to 7 p.m. on Tuesday, Nov. 5. An acceptable form of ID is required to vote in person.
