Why was Huntsville excluded from ‘best run’ cities ranking?

When a popular financial website listed the best run cities in Alabama, Huntsville didn't make the list – at all. This comes shortly after Huntsville was ranked one of the best places for entrepreneurs in the country, a few weeks after Mayor Tommy Battle won his 5th term in office unopposed – which might indicate people approve of the way the city is run – and in another year when the Rocket City was ranked near the top of U.S. News and World Report's best places to live in America. So why leave Alabama's largest city out of a ranking of well-run towns?
