Your Two Cents: Rapid City, small towns will suffer with elimination of grocery tax

To all of you complaining and voting to be rid of the grocery tax: Do you realize those taxes are where a large majority of your city infrastructure and city processes are financed? The grocery tax is what makes it possible for all towns and cities in the state to function. This tax is in lieu of a State Income Tax. Is that what you would prefer? Look at the numbers and the facts before you vote. Rapid City will suffer. The smaller towns will suffer even more as they have less capital than Rapid City. THINK before you vote.

Moved from Nebraska recently and am confused as to how to drive in Rapid City. When did South Dakota change the laws that one doesn't have to use signal lights, can drive through red lights and stop signs, and can drive any speed not necessarily the one posted on the signs along the road? It doesn't seem to have these law changes in the driver's manual.

I wish Rapid City would do as other cities do and have designated hours for trick-or-treaters (5 to 7, for example.) That would be enormously helpful to the community and to the kids.
