Duluth's child welfare committee is discussing the possibility of building a psychiatric hospital in the city. There are currently two clinics in the Twin Cities, and a third is to be erected outside of Minneapolis and St. Paul.

A district court jury in Duluth ruled in favor of Municipal Judge Richard M. Funck in a civil suit, denying $7,500 in damages to Sigrid Danielson, 52, who alleged that the judge had broken her finger in an argument in his office.

State Highway 33, which ties Interstate 35 to U.S. Highway 53 and bisects Cloquet, is due for an extensive and expensive facelift. The upgrading will cost from $33 million to $48 million. Construction is to begin in fall 1986.
