Davenport man arrested after point-blank shooting
A Davenport man is being held on a $100,000 cash-only bond after police say he was involved in a shooting that left a man in critical condition.
According to the criminal complaint, Davenport Police responded to Genesis East on Sunday, October 27 for a report of a shooting victim who was in critical condition. They discovered that the shooting took place in the 7200 block of Jebens Avenue.
After an investigation, officers determined that Tavion Ruff, age 19, and a co-defendant met the victim in the 7200 block of Jebens Avenue. They got into the back seat of the victim's vehicle and tried to steal two ounces of marijuana. During the theft attempt, the co-defendant pointed a pistol at the victim and fired three rounds into the victim at point blank range from the back seat of the vehicle. One of the rounds went into the victim's neck. Ruff and the co-defendant fled after the shooting and returned to an apartment in the 7200 block of Hillandale Road, according to the criminal complaint.
The victim was taken to a local emergency room and admitted in critical condition. The victim sustained life threatening injuries and had to undergo emergency surgery. The victim is still hospitalized.
Ruff and the co-defendant were identified on video before, during and after the shooting, according to the criminal complaint. The victim and witnesses were interviewed and text messages reviewed that contributed to Ruff and the co-defendant being identified.
Ruff is being held in the Scott County Jail on a cash-only bond of $100,000. He is charged with assault while displaying a weapon, attempted murder, conspiracy, initimidation with a dangerous weapon, first degree robbery and willful injury. He is scheduled for a preliminary hearing on November 15.
