A dog that was reported as a found animal on Oct. 23 in Jamestown
was returned to the Casper Humane Society in Casper
, Wyoming, where it was adopted from.
Ringo, a heeler border collie cross, was reportedly found on Wednesday, Oct. 23, in the Walmart parking lot in Jamestown, said Rachel Hastings, community service officer for the Jamestown Police Department.
Volunteers from Prairie Paws Rescue in Jamestown and others from Dickinson, North Dakota, helped get Ringo back to the Casper Humane Society on Saturday, Oct. 26.
After Hastings got Ringo from the Walmart parking lot on Wednesday, she scanned him for a microchip that wasn't registered but was linked to the Casper Humane Society. She said that fact was interesting because the person who called about finding Ringo had a vehicle with a license plate from Wyoming.
Because of the microchip, Hastings figured out that Ringo was adopted by the people who reported him as a found animal. Hastings said Ringo's adopters got desperate after they got into a new living situation.
A national award-winning columnist and
former managing editor of The Jamestown Sun who passed away
in Phoenix in October was known for his travel to other countries and giving insights about Arizona history.
Sam Lowe, a Kensal, North Dakota, native, was writing columns called "The Lowe Road" at age 91 for the Arcadia News in Phoenix about his travels across Arizona, the U.S. and the world when he passed away.
Lowe started his writing career at The Jamestown Sun with no background in journalism. He used other students' writing examples as his own and learned the trade on the fly after he had flunked out of the architecture program at North Dakota State University, The Jamestown Sun reported in March 2012.
Lowe was eventually called on his bluff after he was hired as a sports editor at The Jamestown Sun. He also was a sports reporter for The Fargo Forum in 1958 when he was named North Dakota Sportswriter of the Year.
Lowe then served as the managing editor of The Jamestown Sun from 1959-1969 before moving to Arizona.
Many people don't understand that approval is needed from the city of Jamestown's Inspection Department for the
placement of yard signs or political signs
, according to Tom Blackmore, building inspector and zoning administrator.
Article V Section 21-05-09 under the city of Jamestown Municipal Code says, "No person shall place or maintain upon any street, nor shall any public authority permit, upon any street, any sign or signal bearing thereon any commercial or political advertising."
Blackmore said no signs — commercial or political — are allowed within right of ways. He said right of ways vary within the city.
"When the ordinance talks about a street, it includes a roadway, a curb, gutter, a boulevard, sidewalk, all of that," he said. "So not just the street."
A right of way the privilege of the immediate use of the street, according to the city of Jamestown Municipal Code.
Article V Section 21-05-09 under the city of Jamestown Municipal Code also says, "All signs, other than official signs, signals, and markings, unauthorized hereunder, are hereby declared to be a public nuisance and the police department is hereby empowered to remove such signs or cause them to be removed without notice."
