Williamsport, Pa. — A person was struck in an alley by a vehicle making a U-turn at a dead end.

The vehicle, driven by Alec Matthew Reed, completed the U-turn before driving off at a high rate of speed on Oct. 13 in Williamsport, according to a complaint. The victim was transported to UPMC Williamsport with a broken neck.

Reed, 22, of Lewisburg, was allegedly speeding through the unnamed alley near the 1200 block of West Fourth Street before the victim was struck, Williamsport Bureau of Police Officer Brandon Wheeler said. Several witnesses to the crash reported to Wheeler that Reed was driving between 45-60 miles per hour. When he hit a dead end at the end of the alley, he struck the individual while making a U-turn.

"All witnesses were questioned separately and the same story was obtained every time," Wheeler said.

Reed allegedly drove off after striking the person with his vehicle.

Reed is being charged with aggravated assault, simple assault, and recklessly endangering another person. He is being held at the Lycoming County Prison on $50,000 monetary bail. A preliminary hearing with Judge Christian Frey is scheduled for next week.
