RUSSELL SPRINGS, Ky. ( FOX 56 ) — Driving through Russell County, it is easy to see just how much of an impact Deputy Joshua Phipps made in his community, with sign posts bearing his name, and flags at half-staff.

"Every time you seen him he was asking you how you are doing, and he actually meant it from his heart," said Reel Java server Courtney Vance.

People from across the Commonwealth gathered on Saturday at 3Trees church in Russell Springs, paying respects to Deputy Phipps one last time. Many said they chose to also spend the day at a place they would often be seen at.

"We're grieving as a community, for his family, for just everybody here, for our customers. He sat in that corner over there, a lot when he was waiting for his coffee," said Heather Weaver, Owner of Reel Java in Russell Springs.

Weaver said, the restaurant is finding ways to keep his legacy alive, planning to put the "Josh's Special' his go to Latte, on the menu. It consists of coffee, oat milk, marshmallow, and vanilla.

"He would bring in a cup every day, most of the time it was dirty, so there would be stuff at the bottom, but he said, just use this cup, it makes it taste better," said Vance.

  • Although she will never see him again, Weaver said the small-town community will continue to show its respect, living in love and care, the way Deputy Phipps would want.

"These types of things that happen, just make it a big impact, but I wouldn't change it for anything. I'm glad that we get to come together as a community and see what that means to be a small town."
