Sioux City to Use Construction Management At-Risk Approach for Wastewater Treatment Plant Improvements Project
SIOUX CITY, Iowa (KCAU) — The City of Sioux City will be selecting a firm to implement a Construction Management At-Risk (CMR) for phase 1 of the City's Wastewater Treatment Plant improvement project.
According to a press release, the Sioux City WWTP Phase 1 Improvements Project is one of the city's largest capital investment projects. The renewal and reconstruction of the WWTP will restore the plant to an "as-new" condition and provide at least 20 more years of continued service.

This approach reduces the potential for change orders and costly project delays during construction and centers on collaboration, early involvement of the construction team, and managing risk.
The City will begin negotiations to provide the cost and construction of the design, and that firm will provide a proposal to serve as Construction Manager during construction.
"Proceeding with CMR means we are putting in additional controls to carefully manage project costs and stay on schedule," said Thomas Pingel, Utilities Director for Sioux City. "We are confident that this approach will benefit the City and our ratepayers as we complete the plant upgrades in the most efficient way possible."
The Phase 1 design of the plant upgrades is anticipated to be completed in late 2025, with construction beginning in 2026.
