Clarksburg woman charged after troopers find multiple juveniles, elderly woman inside home with ‘severe amount of dog feces’

CLARKSBURG, W.Va. (WBOY) — A woman has been charged after troopers found a home with "a severe amount of dog feces" housing multiple juveniles and an elderly woman in Harrison County.

On Nov. 11, troopers with the Harrison County detachment of the West Virginia State Police arrived at a residence in Clarksburg to speak with a woman, according to a criminal complaint.

When the woman, identified as Crystal Kelley, 42, of Clarksburg, answered the door, troopers noted that "a significant number of flying insects emerged" which began to land on their face.

While at the home, troopers also noted that "the residence lacked water service," and that there were three juveniles in the home, as well as an 18-year-old who was still under Kelley's care, according to the complaint.

While in the home, troopers noted that the juveniles appeared to have dog feces on their feet and were covered in filth from the condition of the floors in the residence. They also noted that there was evidence of dog urine throughout the home, including in the closets, which were being used as "makeshift defecation areas" due to the bathrooms not having operational water.

The complaint added that troopers saw "feces coming up from the toilet" and "mold located on the floor within the residence.

The complaint said that an elderly woman also lived in the residence and that Kelley is employed by a company tasked with providing care for her. Troopers also noted dogs in the home, one of which "had multiple scratches to the top of its head," and none of the animals had water, troopers said.

In the downstairs area, troopers noted "a severe amount of dog feces located where the dogs are forced to stay." Kelley had also told troopers that she had smoked marijuana 30 minutes prior to their arrival and that she had smoked methamphetamine in one of the juvenile's bedrooms," according to the complaint.

Kelley has been charged with child neglect, elder abuse and animal cruelty. She is being held in North Central Regional Jail.
