Man charged for allegedly supplying drugs to minor, attempting to entice minor into committing sex acts

A Davenport man is facing charges after he allegedly gave drugs to an underage girl and then attempted to entice her into a sexual relationship with him by offering her drugs.

Isacc Lee Bebout, 22, is charged in Scott County District Court with one count of drug distribution to a person under the age of 18. The charge is a Class B felony under Iowa law that carries a prison sentence of 25 years.

Bebout also is charged with one count of sexual exploitation of a minor, a Class C felony that carries a prison sentence of 10 years, and one count of enticing a minor for sexual purposes, a Class D felony that carries a prison sentence of five years.

According to the arrest affidavits filed, on Dec. 27, 2023, a tip about drug distribution to minors was submitted to Crime Stopper of the Quad Cities. The tip was investigated by Davenport police.

The investigation revealed that between Aug. 1, 2023, and Oct. 1, 2023, Bebout distributed tetrahydrocannabinols, or items that contain THC, the main psychoactive ingredient in cannabis, to a person under the age of 18.

On numerous occasions through Snapchat, he asked the victim to whom he had given the drugs to send him a photo of her buttocks. He also messaged the victim about having sexual intercourse with him. The victim was under the age of 16.

Bebout attempted to entice the underage victim by offering marijuana in exchange for them to be in a relationship and engage in sex acts, according to the affidavits.

Bebout was arrested Friday.

During a first appearance on the charges Saturday in Scott County District Court, Magistrate Catherine Cartee scheduled a preliminary hearing for Oct. 22.

Bebout was being held Wednesday in the Scott County Jail on a cash-only bond of $250,000 set by Cartee.
