TABOR tax measures on the ballot: Colorado election results 2024
DENVER (KDVR) — Voters across the state will decide on exemptions to TABOR — or the Taxpayer Bill of Rights — a Colorado constitutional amendment passed in 1992 that limits the amount of tax revenue the government can spend. During tax return season, whatever revenue is left over after TABOR is divided up and returned to Colorado taxpayers.
Several ballot measures around the state will let voters decide if certain government offices can be exempt from TABOR, meaning they retain all of their tax revenue.

Ballot Issue 7A asks voters if the Regional Transportation District (RTD) can retain all of its revenue without putting a TABOR cap on its spending. This issue is on the ballot in Denver and other communities served by RTD.
Proponents argued that keeping and expanding public transportation is essential to the city and that voters have previously waived RTD's spending cap several times. Opponents argued that ridership is down and infrastructure currently in place has not been kept safe and clean.
Lifting the TABOR cap, also called debrucing in reference to the bill's author Douglas Bruce, is also on the ballot in Jefferson County, Arapahoe County, Lakewood and Loveland.
