Traffic Advisory: Benjamin Franklin Parkway Road Closures Scheduled for November 1 – November 5 | Office of Special Events

PHILADELPHIA— On Monday, November 4, the Harris-Walz Campaign will be hosting a rally in Philadelphia. To ensure the safety of participants and the public, road closures and parking restrictions will be implemented.

Motorists are advised to avoid the area by using alternate routes and allow for extra driving time in areas near the event. Those driving should also refrain from double-parking, which creates congestion, limits traffic flow, and is illegal.

Road Closures

Phase 1

The following streets will be closed from 8 a.m. on Friday, November 1 to 8 p.m. on Tuesday, November 5:

  • Eakins Oval between Kelly Drive and Spring Garden Street
  • Phase 2

    The following streets will be closed from 8 a.m. on Saturday, November 2 to 8 p.m. on Tuesday, November 5:

  • Kelly Drive (inbound) from 25th Street to Benjamin Franklin Parkway
  • Spring Garden Street between Pennsylvania Avenue and Kelly Drive

  • Benjamin Franklin Parkway (inner and outer lanes) between 22nd Street and 24th Street
  • Phase 3

    The following streets will be closed from 5 a.m. on Monday, November 4 to approximately 8 a.m. on Tuesday, November 5:

  • The entire width of the Benjamin Franklin Parkway, beginning at 18th Street and extending west through Eakins Oval to 25th Street

  • Spring Garden Street Tunnel

  • Spring Garden Street Bridge

  • Kelly Drive between Fairmount Avenue and Eakins Oval

  • Kelly Drive from Strawberry Mansion Bridge will be closed beginning 6 a.m.
  • Martin Luther King Jr. Drive between the Falls Bridge and Eakins Oval

  • I-676 westbound off-ramp at 22nd Street

  • Note: I-676 eastbound off-ramp at 23rd Street will remain open.

  • Short duration, intermittent closures of 2200-2400 Pennsylvania Avenue are expected at times on Monday, November 4 for movement of equipment and resources. Motorists are advised to utilize caution in the area and obey instructions from the Philadelphia Police Department.

    Parking Restrictions

  • Pennsylvania Avenue between 22nd Street and Fairmount Avenue (south side of street)

  • Winter Street between 20th and 22nd Streets (both sides of street)

  • Park Towne Place, between 22nd Street and 24th Street (both sides of street)

  • Spring Garden Street between 22nd Street and Pennsylvania Avenue

  • Race Street, between 19th Street and 20th Street

  • Additional road closures and parking restrictions may be necessary in the vicinity of the event venue as dictated by conditions. Residents and visitors should always obey posted signs and instructions from the Philadelphia Police Department.
