Your Two Cents: Reader questions enforcement of suggested trick-or-treat times

If you would only look at the wage structure of Rapid City and Pennington County, you would be able to see why they are so nervous about losing the grocery tax!

Should people start calling the cops at 7:30 or wait until 8 if they see trick-or-treaters out after the suggested designated time? When you make up a new rule, you have to also consider enforcement — you can do whatever you like with your children, trying to relate my family's schedule is weird.

We could replace the funds lost in the passage of IM28 very easily. A quarter of 1% tax on the over $360 billion in trusts held in SD should cover it. You could still feed kids at lunch and have enough to cut a check to every South Dakotan yearly. Alaskans get a yearly check for the oil under their feet. We should get paid for the money hidden within our state!
