Leaders mourn former Humåtak Mayor Cecilia 'Chilang' Morrison

Local leaders are mourning the death of former Humåtak Mayor Cecilia "Chilang" Morrison.

"On behalf of the people of Guam, we extend our deepest condolences to the family, friends, and loved ones of the late Cecilia 'Chilang' Morrison. A true daughter of Humåtak and a steadfast leader, Chilang's legacy of service spans decades, touching the lives of many across our island," Gov. Lou Leon Guerrero stated Tuesday.

"As a former mayor of Humåtak from 1984 to 1988, Chilang served her southern community with a deep sense of commitment and pride. Her leadership extended across multiple gubernatorial administrations, where she consistently brought humility, dedication, and compassion to every role she held," the governor added.

Lt. Gov. Josh Tenorio said Morrison's work continues to benefit the island, adding that she had established the first federal programs office on the island and set the foundation for all programs combating domestic violence on Guam.

"Her foresight and determination have left an enduring impact, ensuring that families in need have access to vital support and services. Her legacy is marked by her genuine care for her people, a quality that earned her the respect and admiration of many. Her spirit of service lives on in the hearts of those who had the privilege of knowing her and in the community she devoted her life to uplifting. On behalf of our administration, we extend our deepest condolences to her children and their families as she now joins her late husband, Gene Morrison, sons Troy and Tony, and other close family members in eternal rest," Tenorio said.

The Mayors' Council of Guam also offered its condolences to the Morrison family.

Current Humåtak Mayor Johnny Quinata stated in a release from the MCOG that Morrison devoted her life to public service.

"Our community will remain forever grateful for her leadership, her service to the people of Humåtak as a pillar in the community and an elected official, as well as her dedication to the people of Guam," Quinata added.

Piti Mayor Jesse Alig, president of the MCOG, remembered Morrison as being a fierce advocate for programs and services for children and families, adding that her dedication to public service "spanned the entire island."

"The island mourns a faithful public servant who will be missed. We pray for her eternal repose and for the comfort of her family, relatives and friends," the Mayors' Council of Guam said in the release.
