The Last Word: Frisco Mayor on $3B 'The Mix' Project Winning City Council Approval

On Tuesday, a development agreement for phase 1 of the $3 billion The Mix development received unanimous approval from the Frisco City Council. The vote enables New York-based JVP Management to begin construction on the long-delayed, massive mixed-use project on the southeast corner of the Dallas North Tollway and Lebanon Road. The site has been known as "the hole by the tollway" after a previous development known as Wade Park was derailed, leaving behind a massive hole where a parking garage had been planned.

Plans for The Mix include two-million square feet of new class-A office space; 375,000 square feet of "upscale" retail space; two hotels; plus 630 townhomes and urban living units. A large park will be a signature part of the mix at The Mix, with more than 16 acres of open space planned throughout the development.

Tuesday's approved agreement provides $113.4 million in performance-based grants from the city of Frisco, the Frisco Economic Development Corporation, and the Frisco Community Development Corporation to support infrastructure for Phase 1, including property remediation and the buildout of a 2,250-space underground parking garage.The; agreement includes a $10 million reimbursement-based infrastructure grant, approved by the Frisco EDC board, "ensuring an accelerated construction timeline of the upscale grocer and permanent occupancy before disbursement," the city said.

Tim Campbell, head of development for The Mix, said the development "will bring significant benefits to the city and local community, providing new opportunities for growth and enhancing the quality of life for residents."

"We've worked closely with city leaders to ensure that our plans align with their goals and vision for the future, and we're committed to making this project a success for everyone involved," Campbell added in a statement.

"I've often said the final story—of what was once called Wade Park—will be a positive one," Frisco Mayor Jeff Cheney said in his own statement Tuesday. "Now rebranded as The Mix, tonight marks the next chapter in this development story. The Planning & Zoning Commission spent a lot of time working with the developer to come up with an even better and improved site plan providing more open space and amenities. Thoughtful negotiation related to performance criteria requires the developer to deliver the underground parking garage before any incentives are paid. I'm excited about this next chapter in the story about The Mix and look forward to breaking ground."

Shanna Keaveny, vice chair of the Frisco EDC, added that "With Frisco steadily absorbing office space, the new Class A offices and underground parking garage will significantly boost our ability to attract more corporate headquarters, technology firms, and specialty medical companies."
