"We want folks to be as specific as possible, and things like retail, don't just tell us retail. What kind of boutique are you looking for?" said Place + Main Advisors Principal Joe Borgstrom. "Ultimately, we may not be able to fulfill everybody's wish, but the idea is it gives us more color. It gives us that qualitative data to quantitative data that we look at." Leeds Main Street is working with Main Street Alabama and Place + Main Advisors to create a redevelopment plan for five of the empty properties around its historic downtown. "It taps into that nostalgia, that mom and pop, a slower way of living," said Leeds Main Street Executive Director Kristy Biddle. "So we're not necessarily looking for the big box, the chain restaurants. It's much of the local people who want to serve the food that they want to provide for our community." Citizens insurance adds policiesAfter a large drop the previous week, the number of Floridians insured by Citizens Property Insurance Corp. inched up last week.Citizens had 1,037,811 policies as of Friday, up from 1,035,534 policies a week earlier but down from 1,271,907 policies two weeks earlier, according to data posted on its website.The large drop during the previous week coincided with nine private insurers having regulatory approval to assume Citizens policies as part of what is known as a "depopulation" program. The depopulation program is a key strategy as state leaders try to shrink Citizens, which in recent years became Florida's largest property insurer because of financial problems in the private market.Citizens, which was created as an insurer of last resort, reached as many as 1.412 million policies last year before seeing the number reduced because of earlier depopulation rounds. State leaders want to minimize the number of policies in Citizens, at least in part because of financial risks if the state gets hit by a major hurricane or multiple hurricanes. The House Ethics Committee got hold of records showing that former Florida Congressman and Attorney General nominee Matt Gaetz paid more than $10,000 to two women who later testified to the panel and the Justice Department , according to ABC News. The records include a check and Venmo payments sent between July 2017 and late January 2019. During that period, he's alleged to have made 27 Venmo payments for a total of $10,224.02 to the witnesses. They were both over the age of 18 at the time. Gaetz won his first election to the House in 2016. The payments were for between $100 and $700 and were displayed during testimony behind closed doors, according to ABC. It has been previously reported that investigators with the House panel subpoenaed Venmo to get Gatez's records and showed them to witnesses to ask if the payments were for drugs or sex. The witnesses testified that some of the payments were from Gaetz and were for sex, according to ABC News. President-elect Donald Trump announced on Wednesday that Gaetz would be his choice for attorney general. Gaetz resigned from the House shortly after the announcement, days before the committee was set to deliberate on whether to make its report on its investigation into Gaetz public. The Department of Justice investigated sexual misconduct allegations against Gaetz for years, but it told the former House representative last year that it would not be bringing any charges. Gaetz has consistently and strongly rejected all allegations of wrongdoing. Trump transition spokesperson Alex Pfeiffer told ABC News that "The Justice Department received access to roughly every financial transaction Matt Gaetz ever undertook and came to the conclusion that he committed no crime." "These leaks are meant to undermine the mandate from the people to reform the Justice Department," he added. "These are baseless allegations intended to derail the second Trump administration," Pfeiffer said this week. The alleged Venmo payments included descriptions such as "gift," "cartrages," "car deductible," and "refreshments," while further entries stated "travel" and another cited a flight but also included the words "extra 4 u." The alleged flight payment could be linked to a trip in September 2018 to the Bahamas, which was part of the Justice Department's investigation into the former Congressman, according to ABC News. Records reveal that in other payments, the wrapped gift emoji or the hug emoji was used. In early 2019, both of the witnesses got payments for "travel" which was around the time that Gaetz is alleged to have arranged for two women to fly to New York for sex and to come with him when he was set to appear on Outnumbered on Fox News. The Ethics panel also got ahold of a signed check dated October 2018, allegedly from Gaetz. The memo stated "tuition reimbursement" and a witness told the panel that it was Gaetz who gave her the check, a source told ABC News. Gaetz has rejected claims that he paid for sex, arguing that "someone is trying to recategorize my generosity to ex-girlfriends as something more untoward." On Wednesday, the Ethics Committee is set to meet to discuss the report and possibly vote on if they should release it to the public. The investigation ended when Gaetz left his House seat.

HOLLIDAYSBURG — Blair County is directing local municipalities to put a hold on their votes to decertify Explore Altoona as the county's tourist promotion agency.Commissioners Chairman Dave Kessling said Tuesday that he is hopeful about developing efforts to resolve the matter without decertification and through the restructuring of an agreement governing the county's division of its bed tax revenue.Kessling referenced a meeting that he attended Monday with representatives of Explore Altoona, the Altoona Blair County Development Corp., the Blair County Convention Center Authority, the Altoona Curve and Altoona City Council members.With the exception of Altoona City Council, all those groups would be affected if county commissioners rewrite the agreement — often referred to as a memorandum of understanding — which establishes a formula for dividing revenue from the county's 5% bed tax.Under the current formula, the revenue is currently divided among Explore Altoona as the county's TPA, the convention center, the Curve stadium and the county.During a September meeting, Kessling and fellow Commissioner Amy Webster revealed their support for naming the Blair Alliance for Business and Economic Growth — the organization formed through the merger of Altoona Blair County Development Corp. and the Blair County Chamber of Commerce — as the county's TPA because of that agency's track record on asset development and its willingness to pursue the development of rail trails.That revelation, however, drew backlash from representatives and supporters of Explore Altoona, who pointed to the agency's expertise and marketing efforts to bring in visitors who pay the bed tax.It also prompted a recent clash at municipal meetings, where governing bodies have been hearing Kessling and Webster ask for a vote to decertify Explore Altoona and where representatives of Explore Altoona have been asking for a vote against.For the decertification to be approved, the law requires the county to have a supportive resolution from municipalities representing an aggregate of more than 65% of the county's total population.Kessling said Tuesday that it was members of Altoona City Council and representatives for the Altoona Curve stadium who asked about the county's interest in convening a meeting to consider alternatives to decertification — leading to Monday's meeting."We've always said that from the beginning," Kessling said.At a previous commissioners meeting, Kessling reported no results from an effort to get Explore Altoona and Blair Alliance to work together.As for the future division of bed tax revenue, Kessling indicated that there will be another meeting to resolve any issues and they will try to move forward with what's recommended as a solution."We're happy that everyone has come to the table and we're very hopeful that there's going to be a resolution," he said.In the meantime, he said the county will be directing the local governing bodies to suspend voting on the decertification.Mirror Staff Writer Kay Stephens is at 814-946-7456.

The Board of Public Works is expected to approve a $58.5 million settlement with a developer that ends a failed 20-year effort to redevelop the decrepit State Center complex in Midtown Baltimore. A decades-old effort to redevelop an aging, decrepit state office complex could end Wednesday with a $58.5 million state settlement payment to a developer once charged with the revitalization project. If the three-member Board of Public Works approves the payment to State Center LLC, it will be the end of a nearly 20-year failed effort to redevelop the 25-acre property in midtown Baltimore known as State Center. The proposal calls on the state to make a $40 million payment on or before Dec. 9 and the final $18.5 million on July 1. The payment would settle all claims stemming from a 2016 lawsuit filed by State Center LLC against the board, the Maryland Stadium Authority, the Maryland Transit Administration, and seven state departments: Transportation, General Services, Health, Planning, Information Technology, Military and Labor. That lawsuit began when then-Gov. Larry Hogan in 2016 announced the state would go to court to terminate the $1.5 billion redevelopment project. State Center LLC filed a countersuit with 35 claims. Michael Edney, an attorney representing State Center LLC, was not immediately available for comment. But a former spokesperson for former Gov. Martin O'Malley, Hogan's immediate predecessor, called the legal fight and settlement "an absolute waste of taxpayer dollars" caused by Hogan's "frivolous lawsuit and detrimental policies towards the City of Baltimore." "What should be a fully redeveloped, transit-oriented development project contributing to Baltimore and Maryland is today costing taxpayers millions because of former Governor Hogan's misguided lawsuit and unwillingness to compromise," said said Rick Abbruzzese, the O'Malley spokesperson who became to be a public affairs consultant for project developers during the Hogan era. But Sen. Antonio Hayes (D-Baltimore), whose district includes State Center, welcomed the fact that the legal wrangling has been brought to a close. "After nearly two decades of delays, we are finally in a position to advance a transformative redevelopment plan for State Center that will deliver good-paying jobs, community amenities, and increased quality of life for neighboring communities and the City of Baltimore," Hayes said in a text late Tuesday night. State Center – described in a 2023 Supreme Court of Maryland opinion as "consisting of five Soviet-block [sic] style buildings" — included more than 1,300 parking spaces and housed numerous state agencies. The complex, adjacent to the 5th Regiment Armory, was built in the 195os and '60s. It has not aged well. In 2005, state officials began the search for a developer to raze the facility and erect a modern transit-oriented development making use of its proximity to transportation hubs including the light rail and subway station. The vision called for a mix of office, retail, and residential uses. The state entered into a complicated agreement with State Center LLC that hinged on approval of a concept plan. The state would lease the ground to the developer that would own the new buildings it put up, then lease back space in the building to state agencies and others. In 2010, a group of downtown property owners sued to stop the deal and void some of the agreements. That year, O'Malley described the center as "a concrete wasteland." The 201o lawsuit stalled the project for three years. The project also languished amid changes in the development team, lawsuits, state finances, the Great Recession and the election of Hogan. The delays increased the costs of a proposed 928-car garage. The state agreed to contribute $28 million for that part of the project. Developers were left holding the bag for the extra costs. By 2015, Hogan had stopped all action on the project. The developer, in court filings, said Hogan and his team "found Baltimore an unworthy candidate for State investment." By 2016, a Hogan-led Board of Public Works voted to rescind previous approval of the ground and occupancy leases, the same day that his administration filed suit in Baltimore City Circuit Court, seeking to declare the deal invalid and unenforceable. The developer, in a counterclaim, sought more than $500 million in damages and lost rental payments. Meanwhile, Hogan announced in 2021 that he was moving 3,300 state employees, most of whom were working in the aging State Center complex, into Baltimore's Downtown business district. Similarly, then-Comptroller Peter Franchot moved hundreds of employees in his agency from State Center to downtown. The agency's State Center offices had been plagued with complaints of vermin, and was once closed for a week after employees reported bed bugs in their offices. The circuit court ruled in 2022 that the leases were not in force, but had yet to rule on damages available to State Center LLC. That same year, then-Lt. Gov. Boyd Rutherford, speaking at a Board of Public Works meeting where the relocation of State Center employees was approved, said the complex would ultimately be turned over to Baltimore City. Rutherford said in August 2022 that handing the facility off to the city would "allow its citizens and city leadership to determine the best use for the property in their own right and create opportunities for those in Baltimore to determine what is the best use for that property." "I'm quite sure there are some things that they have to think about with that," Rutherford said at that meeting. (WWLP) – Massachusetts farmers say they`re bracing for revenue losses due to cuts in fresh produce SNAP benefits. Many are expressing their concerns and advocating for the program to be fully funded again. They argue that it lets SNAP recipients buy fresh produce from farmers many of whom specialize in serving low-income families. Starting December 1, families who utilize the state`s 'Healthy Incentives Program' to buy food directly from farmers will see their benefits cut to just $20 a month, regardless of household size. Rebecca Miller with the Massachusetts Food System Collaborative says many farmers have structured their operations around these customers. "We've directly heard from some families that they won't be able to provide for their kids. As we know $20 does not go very far," said Miller. With the looming reduction, farmers throughout the area are worried about the potential impacts it will have on their business. The co-owner of Red Fire Farm in Granby, Ryan Voiland says it'll create a dent in their winter market sales, potentially resulting in a 50 percent reduction. They say this would leave them with an excess of 360 thousand pounds of produce in storage and uncertainty about where to sell it. "We already cut positions and hours significantly and we're going to have to maybe even have to cut harder, and that means we don't know if it'll be worth planting a lot of crops for next year so we might not plan to grow very much," said Voiland. State officials say cuts are needed because of budget constraints. But with these anticipated cuts and to keep the program benefit at its current funding levels, advocates say another $10 million is needed for the rest of the fiscal year within the supplemental budget. "It's huge money for the people who need the food, and the vendors, and the farmers who are providing it, and so you know I'm hoping we can path forward here," said Senator Jo Comerford. Advocates are asking Governor Maura Healey for additional funds in the budget to help limit the anticipated cuts. SPRINGFIELD, Mo. — With winter weather on the horizon, one local business owner is using his former experience as an unsheltered person to help others who may be in the same situation. Dirty Dough, a gourmet cookie store in Springfield, is preparing to host a coat and winter item drive to make sure people aren't going without this winter. "A lot of the time growing up, I didn't know where I was going to sleep that night," Aldridge said. Local business owner and realtor Isaac Aldridge spent the majority of his childhood without a consistent place to call home. Now, he is finding a way to make sure those in the same situation will be warm this winter. "It's really important to have clothing that can not just warm you up, but keep you warm and protect you from those things because it is very dangerous, honestly, to be out in the cold during certain parts of the winter," Aldridge said. How proposed tariffs could impact you locally Through the rest of this month and into December, Aldrige and Dirty Dough will be collecting winter items such as coats, hats and gloves for any unsheltered person who may need the extra help, such as Timmy Cockrun. "My whole life changed since I lost my leg and things get pretty hard," Cockrun said. Cockrun has been unsheltered off and on for the last seven years. He says winter supplies can be hard to come by for those without a place to call home, so donations like this are truly beneficial. "You lose a lot of things when you're on the streets and usually it's hard to kind of carry around coats and stuff," Cockrun said. "So, when the winter hits, usually we're not ready for it." What does La Niña mean for winter in the Ozarks? Since Aldridge has a familiar background, he says everyone, no matter their history, deserves a chance. "We really don't want to discriminate against anyone based on their experiences," Aldridge said. Local business hosting coat drive for unsheltered people in Springfield

Shop the Blocks is returning to downtown Lincoln on Thursday and will feature several stores and a growing vendors market.Todd Ogden, president and CEO of the Downtown Lincoln Association, called the event the "Super Bowl" for downtown businesses."For a lot of the businesses this is their biggest day of the year," Ogden said.The Shop the Blocks event encourages people to shop in the downtown area through a series of raffles and drawings. The event is one of the biggest opportunities for downtown boutiques and shops.The event starts at 4 p.m. and transitions to a party at the Rococo Theatre after 9 p.m.Shopping before the holidays in downtown Lincoln used to involve department stores, but it has steadily shifted to boutiques and small businesses since the event began in 2011, Ogden said.Downtown shoppers can purchase $5 or $10 tickets for the event by going to the association's website or they can purchase tickets at the Rococo Theatre the day of the event, Ogden said.For every $20 shoppers spend at businesses, they get an entry into a raffle to win gift cards. Tickets to the after party at the Rococo are $10. Shoppers can also enter to win the grand prize, a stay at a downtown hotel, by taking a photo of themselves at each business.Over the years, Shop the Blocks has had anywhere from 15 to 25 participating businesses, Ogden said. This year there are 14 businesses participating. However, Union Bank & Trust is also offering a market that adds about 28 vendors.The bank had about 10 businesses participating during the event last year, said Union Bank Vice President of Small Business Stephanie Dinger. This year, Shop the Blocks is part of the bank's other Makers Market effort, which last year brought in vendors four times throughout the year.The vendors are expected to take up the entire first floor of the bank at 1248 O St., Dinger said. The businesses include participants in the bank's pop-up program — where it hosts a local small business for a four-month term — including Truth Papers , a stationery store that is the current pop-up, and former pop-up Moose's Mad Fresh , a business that sells salsa and other dips.The bank has been working to encourage people to come to the downtown area and host businesses."Why not allow shoppers one more opportunity to see a bunch of different businesses while they're already down here shopping," Dinger said.The market brings attention to small businesses, the bank and the pop-up program, Dinger said.Dinger is also on the board of directors for the Downtown Lincoln Association and has shopped during the event."So if you go and you participate they have drawings and you can enter for something," Dinger said. "And so it really can be a full night of experiences."
