COLUMBUS, Ohio ( WCMH ) – A second suspect is in custody after a fatal shooting at an apartment complex nearly two weeks ago.According to court records, Caleb Elijah Johnson, 26, of Columbus, was charged with one count of aggravated murder and four counts of felonious assault in connection with the June 14 shooting at a complex on the 2700 block of Brandy Drive. COLUMBUS, Ohio ( WCMH ) — The Short North Arts District will look a little different than normal this weekend. In response to Sunday's mass shooting , which left 10 people injured, city leaders said there will be an increased police presence in the area, with patrols most prominent between midnight and 4:30 a.m. Columbus police will also be enforcing a citywide curfew for juveniles. This comes as the search for the people responsible for last week's shooting is still ongoing. Columbus Mayor Andrew Ginther said this is what they are doing for now, but anything is on the table. "This response is really going to be focused on keeping people safe this weekend and in the weeks and months to come," Ginther said.He said this weekend there will be an increased police presence in uniform, plain clothes and on bikes. Ginther said these officers will not be taken from other parts of the city; instead, they will be working voluntary overtime through " Operation Moonlight " and focusing on high-volume areas. There will also be more visible cameras and lights on the street. Police will also be enforcing the already in-place curfew for youth. Anyone under the age of 13 must be home an hour after sunset, and anyone ages 14 to 17 must be home by midnight. Juveniles found violating the curfew will be taken to a holding center until they are picked up by their parents. The curfew ends at 4:30 a.m. "Our officers will be looking for who they believe are youth after 12 a.m. We believe that this is about saving our youth. It's not about enforcement. It's not about punishment. It's about saving them from themselves," Assistant Police Chief LaShanna Potts said. "And really what's out there after 12 a.m for somebody that's 17 and under? We're just going to enforce the law that is already on the books."City leaders say these decisions came after a meeting Tuesday night with Short North community members, police and city officials."There is deep concern over the safety of people's lives. I think that was the paramount concern that was conveyed," Betsy Pandora, the Executive Director of the Short North Alliance, said. Potts said police still do not know how Sunday's incident started. She said they still believe there are at least four shooters and that police are receiving helpful tips. "We are close to where we need to be. We're confident that the information we are receiving right now will lead us to the suspects in this shooting," Potts said. City leaders encourage anyone who sees something out of the ordinary in the Short North this weekend to speak up. "If you see something, say something. We're going to have a number of officers down here. They're going to be folks all over this neighborhood and neighborhoods throughout our city," Ginther said. "We all need to do our part and if there is someone exhibiting suspicious behavior or there's a situation that looks like it may get out of hand, please share that information with one of our uniformed officers so that we can all work together to keep everybody safe,"

BOARDMAN, Ohio (WKBN) — Boardman Trustees told residents of a Boardman neighborhood at a meeting Tuesday they are aware of a rundown apartment building causing concern. They said they sympathize with the residents and are working to fix the problem.Most meeting attendees live on Oles Avenue near Matthews and Sheridan roads, where the apartment is located. Fire Safety Inspector Lt. Tom Donadee said the owner can no longer care for it. It's not in bad enough shape to require an emergency demolition, but they're working with the state fire marshall on other issues."In this case, there's multiple large penetrations in the structure. What that means is where you see this wall — in that building, the dry wall's missing and you're open right up to the structure. So, if there were a fire in that structure, that fire would spread rapidly," he said.The Mahoning County prosecutor has also foreclosed the building, which could result in a sheriff's sale. There's also a person living in the building. Boardman is working with Catholic Charities to try and get him removed.

(WBTW) — After two years of construction, the tiny home village along 3rd Avenue N. in Myrtle Beach is set to open next week, but not without multiple break-ins happening since May.Veterans Welcome Home Resource Center's CEO Scott Dulebohn said there's been multiple break-ins to the tiny homes. He said they started at the beginning of May, but have died down in the past two weeks.He said Myrtle Beach police have come to the site to take finger prints off the windows in homes to gain more information about the break-ins.He said four of the 25 homes were the ones broken into through the windows. After volunteers noticed the break-ins, they tried to prevent them with PVC piping, only to come back and see that the windows were shattered and more residue of cigarettes, smoke, stained couches, and even objects lit on fire inside and outside of the homes remained.Dulebohn said that the village project is run completely on volunteers, so getting the job done on top of the vandalism has made their job more difficult."I'm guessing it's some of the homeless population that's living down here that's jumping through the windows," he said. "They just broke some windows."He said he sympathizes with those who could be suffering from homelessness. His team even left a note on one of the homes for those breaking in to give them a call to try and help them. He later found the note crumpled up and tossed on the ground outside of one of the homes with a burn hole on the side of it."Trying to be understanding and get everything, but at the same time, we're also trying to do something good for the community to get folks off the street," Dulebohn said. COLUMBUS, Ohio — State lawmakers here are preparing for a busy week of legislating before breaking for the summer. An Ohio House committee voted Tuesday morning to tee up 34 separate bills for a vote, possibly as soon as Wednesday, when the Ohio House is scheduled to hold its final full session of the season. Among them is Senate Bill 94 , legislation originally centered on county recorders' offices that a different House committee voted earlier in the morning to stuff with more than 100 pages of amendments. Among those changes was tacking on an entire different bill, House Bill 606 , that requires state universities to track antisemitic incidents and to develop a public policy for restricting student expression. Lawmakers recently changed the bill to also track anti-Christian discrimination. HB606 is an alternative to a sweeping priority Senate bill designed to curtail perceived liberal bias on campus that has stalled in the House since the Senate approved it last year . A Senate committee meanwhile is expected to meet Tuesday afternoon to schedule the chamber's legislation for its respective session scheduled for Wednesday afternoon. Dozens of bills also are receiving committee hearings this week. The flurry of legislative activity comes as the General Assembly prepares to pass billions of dollars in state spending on capital projects . The House and Senate unveiled their capital budget plan, which included $146 million in spending for Cuyahoga and its five neighboring counties, last week after the two chambers made little public progress negotiating a plan for months. House Speaker Jason Stephens, a Lawrence County Republican, wasn't specific about the House's plans for the week when he addressed reporters on Tuesday morning. But he described the 32 bills as "a lot of really good things." Among other bills the House Rules Committee, which helps shepherd bills through the committee process before designating them for a full House vote, recommended on Tuesday:<li> House Bill 531 , which would increase criminal penalties for sexual extortion, defined as threatening to release someone's private images. CLEVELAND, Ohio – What's the most legitimate dictionary of American English? I ask because I recently found that searching for a conclusive definition of "legitimacy" is challenging. First, every dictionary defined it as something that is legitimate. So helpful. Merrium Webster, my favorite, gave five definitions because the word applies to so many different topics, like business, finance, theater, even having children. Why the search for legitimacy? The original rainbow flag was designed by Gilbert Baker in 1978 at the request of Harvey Milk, one of the first openly gay men to be elected to public office. There have been many versions created since then, all legitimate but not always used. My current favorite is the one called the Progressive Pride Flag, which includes stripes representing other marginalized populations (black and brown for people of color, light blue and pink for trans folks, and white for nonbinary, folks in transition, and intersex individuals) in the form of a triangle pointing towards a better future, where all people are respected. Historical records legitimize the existence and impacts of people, places and events. Ohio has three historical markers, one each in Cleveland, Dayton and Columbus, that focus on queer history. In 2017, Cleveland's marker was unveiled on W. 29th Street in Hingetown at the original site of the nation's third oldest Lesbian & Gay Community Service Center. It honors how the center and nearby businesses created a safe place for Family to gather openly, strengthening people to stand up for their civil rights. Dayton's marker honors native daughter, Natalie Clifford Barney , a lesbian poet and writer, born in 1876 and known for her literary salon she hosted in Paris for 60 years. The newest marker is in Columbus. It honors Summit Station , a lesbian bar established in 1970 that welcomed women for almost 40 years before closing in 2008. A month after the plaque was unveiled last year on June 10, it was vandalized. The bar played an important role in many women's lives and there's a documentary in development to tell its story. Some historically significant events are not the kind to receive honorary markers. Instead, they leave a mark, sometimes for generations. In her book "In the Shadow of Diagnosis", historian and researcher Dr. Regina Kunzel of Yale University, describes the long lasting impacts of an era when psychiatrists diagnosed being queer or gender-nonconforming as a treatable yet terrible mental disorder. The Chicago Press, affiliated with the University of Chicago, published an interview with Dr. Kunzel that opened with a summary of the stigmatizing judgment that began in the 1950s and wasn't mitigated until the mid-70s. During that time, such diagnoses strengthened the reputation and influence of psychiatrists so much so that it secured the legitimacy and popularity of the profession. Historians now refer to it as the "golden age of psychiatry," as the industry became very lucrative and powerful, garnering government contracts, book deals, fame and authority. As psychiatrists rode the wave of popularity, LGBTQ+ folks suffered at the hands of society and under the guise of treatment. I want to pause and acknowledge the important work of psychiatrists as a whole. The fact that some doctors misstepped in the mid-20th century does not dismiss all the help they provide to people who need mental health treatment. Heartbreakingly, the queer population still bears the scars of the false narrative. Dr. Kunzel says, "...it should not surprise us that for many, psychiatric thinking and treatment instilled, compounded, and consolidated a sense of shame." Shame. It is a cruel tool. Current history-in-the-making is made of the same stuff. When asked about her next project, Dr. Kunzel said she's intrigued by the current return to pathologizing ideas, a trend evidenced by anti-trans laws, censorship of books and curricula and fear-mongering vocabulary against drag. Kunzel says it reminds her of her childhood in the 60s and 70s, a time when threats and coercion were used to enforce hetero sexuality and binary gender expression, and things like damaging behavior modification treatments and purges of gay teachers. I share that childhood period with Dr. Kunzel. I attest to what she calls "the deep effects of stigma on queer and trans life" and the resulting pain that continues to ripple through the Family. Our legitimacy is still judged and rejected, not by all, but by some. And some are too many.

It's Lee Atwater time for the Trump campaign. It's understandable if the name escapes you. Atwater hasn't been in the news much since he died in 1991, having made a deathbed apology for pretty much his entire political career as an avatar of the Republican "Southern Strategy" that used racism to strip voters away from the Democratic Party and convince them to vote for such cuddly Republican racists as Strom Thurmond . But what Atwater was most famous for, and what Republicans revere him for, was his authorship of the so-called Willie Horton ad. The 1988 George H. W. Bush campaign commercial attacked Democrat Michael Dukakis for his policy as governor of Massachusetts that allowed prisoners out for furloughs if they had records of good behavior. Horton, in prison for stabbing a boy to death during a robbery, was released on furlough and promptly kidnapped a young couple and raped the woman repeatedly while the young man watched. Atwater declared he would "make Willie Horton Dukakis' running mate" with the ad. Now there are reports that Donald Trump has a plan to do the same thing to Joe Biden during the debate on Thursday by tying him to two migrants who murdered a 12-year-old girl, Jocelyn Nungaray, after they had been released from custody on immigration holds by Immigration and Customs Enforcement. Trump has already begun his attack, telling the Christian Nationalist Faith and Freedom Conference on Saturday, "Just this week, 12-year-old Jocelyn Nungaray was found strangled to death and dumped in a creek in Houston." Trump told the crowd that the young girl was "Allegedly murdered by two recent illegal border crossers from Venezuela, viciously murdered. These monsters should never have been in our country."Trump has used other examples in his stump speech to crowds at rallies as he attacks the Biden administration for an increase in violent crime, especially by migrants. There has been no such increase in violent crime, however. In fact, all crime is down across the United States, and crimes by migrants have historically been lower than crimes by citizens. A July 2023 study by the Stanford Institute for Policy Research revealed that "immigrants are 30 percent less likely to be incarcerated than are U.S.-born individuals who are white." The study goes on to note that "when the analysis is expanded to include Black Americans — whose prison rates are higher than the general population — the likelihood of an immigrant being incarcerated is 60 percent lower than of people born in the United States." I'm supplying the figures from the Stanford study for information purposes alone, because this is exactly the kind of facts and figures Biden should completely avoid citing in the debate on Thursday. Trump has told so many lies about migrants and crime and everything else that his base voters are immune to argument at this point, and of course, so is Trump.So, what should Biden do? He should talk about the dozens and dozens of American citizens who lost their lives to mass shootings while Donald Trump was in the White House, refusing for his four years in office to do anything meaningful against gun violence. He didn't do anything about crimes by migrants during the same period, but that's another argument Biden shouldn't make. Instead, he should list deaths by mass shootings, most of which were done by shooters using AR-15 style rifles that Trump nixed putting any sort of controls on.For starters, here is my partial list the White House is free to use of the mass murders by firearms that took place after Trump was inaugurated on Jan. 20, 2017:Oct. 1, 2017: May as well get things started with the largest mass shooting in American history. It remains the deadliest mass killing in Texas history.May 18, 2018: A 17-year-old student at Santa Fe High School in Santa Fe, Texas, killed ten students and two teachers with a handgun and shotgun using ammunition he had bought online without showing proof of age. With the exception of Native Americans, there is not a human being in these United States who isn't in one way or another an immigrant. Don't make excuses. Don't explain policies. Recognize that Donald Trump's four years in office make him the biggest target of them all. Call him a liar to his face every time he tells a lie, and attack, attack, attack.

A black bear followed a man up a tree and attacked him Saturday afternoon in northern Sheridan County in what the Wyoming Game and Fish Department describes as a rare scenario. The bear had two young cubs-of-the-year with her and attacked the man after a surprise close encounter in the North Fork of West Pass Creek, according to Game and Fish. The agency didn't release the man's identity or any details about the nature and extent of his injuries, stating only that he was treated later that same day at Sheridan Memorial Hospital. Investigating game wardens determined that the bear was defending her cubs against a perceived threat and decided to leave the bears alone. No Ongoing Threat To The Public </h2> Such an attack by a black bear is extremely rare in Wyoming, Game and Fish Sheridan Region spokeswoman Christina Schmidt said in an email to Cowboy State Daily. "This is a rare type of conflict. Bears generally avoid humans, but can be become defensive of food, offspring or personal space," she wrote. "In this case, the man and bear encountered each other at close range and the bear perceived the man as a threat to the cubs. "We do not believe there is an ongoing threat to public safety by this bear, unless a similar scenario would be repeated." Man Called For Help After Attack</h2> The man was hunting shed antlers when he stumbled into the bear and her cubs, according to Game and Fish. "He was injured by the bear while climbing a nearby tree. After the bear left the area, he was able to get to a nearby ranch building and call for help," according to a statement from the agency. Most of Sheridan County is prime black bear habitat, according to the agency. There were numerous conflicts with black bears in the area last summer. In most of those incidents, Game and Fish wardens hazed the bears away or trapped and relocated them. However, in two instances the bears had to be killed. Bear spray is widely recommended in grizzly country. It's also a good idea to carry it in black bear habitat, Schmidt stated. "Bear spray is a beneficial tool for people to have and know how to use. There is good guidance on our website about what to look for when purchasing bear spray and how it should be properly used," she wrote. Cub Spotted By Roadside</h2> This summer is already shaping up to be a busy one for bears in Sheridan County. In an unrelated incident early Monday, a woman spotted a black bear cub right alongside Becton Road, a popular back way locals take between Sheridan and Dayton. Terri Markham told Cowboy State Daily that she first spotted the cub when it ran across the road in front of her as she was driving her daughters to a summer camp near Dayton. The cub later came out of the tall grass alongside the road and lingered long enough for her to snap a few photos of it. "It was just a little cub, probably born this spring," she said. "We stayed there for probably about five minutes, but never did see the momma bear. But I think she was probably around and just stayed out of sight," Markham said.

OAKLAND — A pizza parlor delivery driver was shot Saturday night during an attempted carjacking in the Cleveland Heights area, authorities said.The 28-year-old man was in stable condition at a hospital where he is being treated for a wound to his face, authorities said.The shooting happened about 7:15 p.m. Saturday in the 600 block of Alma Avenue, a mainly residential area near Oakland High School.Authorities said the man had just made a delivery and was walking back to his car when he was confronted by three people who apparently tried to steal his vehicle.Whether he tried to resist was not immediately known but one of the three shot him before they fled without his vehicle, police said. Police have not said what pizza company the man worked for.Detailed descriptions of the suspects were not released.Police and Crime Stoppers of Oakland are offering up to $5,000 in reward money for information leading to the arrests of the suspects. After nearly 50 years, part of a murder mystery has been solved, as officials revealed the identity of a woman found shot to death in Grundy County. The Grundy County Coroner's Office identified the young woman, who was found in a farm field in Oct. 1976, as JoAnn Vicky Smith. On Thursday, for the first time, her family got to meet those who worked tirelessly to reunite them with their sister"I'm happy to have some closure ... sad for the outcome," said her sister Phyllis Harris."We always treated Vicky as if she was alive somewhere, but now no more," said her brother Ronnie Smith.On Oct. 2, 1976, a young, Black woman was found dumped in a ditch in the small village of Seneca. She had been shot once in the head, and early efforts to identify her were unsuccessful. After more than a month, the victim was buried in an unmarked grave, and it was several years ago when the coroner brought the case back to light, hoping new technologies would help bring closure to her unknown family. "I felt an obligation and responsibility," said John Callahan, Grundy County's coroner. "This is someone's daughter - someone's sister."The case was reopened in 2017. In 2018, her remains were exhumed, DNA was collected and a profile developed."A lot of resources to work with at this point that were never available in 1976," said Brandon Johnson, deputy chief coroner.Johnson took the lead in in the case. After no matches with the DNA, he enlisted the help of the DNA Project, which uses genetic genealogy to help solve long-lasting mysteries. "They started working on an extensive family tree which was difficult," he said.The process was complicated by the fact that Vicky was adopted, but eventually a close match was identified, leading them to Cincinnati. "I located what ended up being an adopted brother in South Carolina and called him out of the blue," Johnson said.It's a call that Ronnie Smith will never forget.He was a little boy when his older sister, who was 20 at the time, walked away from their home in Cincinnati one night – never to be seen alive again."It was just amazing after all these years – that all this came about," he said.A celebration of JoAnn Vicky Smith's life will be held this weekend in Ohio, but many questions remain."If her identity can be pieced together, maybe they can piece together who did this. Perhaps that part can be pieced together also," Smith said.

JEFFERSON TWP — A man has been sentenced after causing a crash that killed three people. Carl Lamont Smith, 45, of Dayton, was sentenced to a total of 64 years to 71.5 years in prison, according to a spokesperson for the Montgomery County Prosecutor's Office. Earlier this month, Smith was found guilty of counts of aggravated vehicular homicide, aggravated vehicular assault, and operating a motor vehicle while under the influence. On New Year's Day 2023, Smith was behind the wheel of a Chevrolet Traverse that crossed over the center line in the 5900 block of Germantown Pike and hit a Chevrolet Suburban head-on.>> PREVIOUS COVERAGE: Coroner IDs children, adult killed in crash on New Year's Day in Jefferson Twp. "At the time of the crash, the defendant's driver's license was suspended and he was on probation from a prior felony OVI conviction.," a spokesperson for the prosecutor's office told News Center 7. Smith's Blood Alcohol Concentration was tested to be .290 at the time of the crash, the spokesperson said. As News Center 7 previously reported, the suburban had eight people in it, including seven children between the ages of seven and 14. The driver of the suburban, 49-year-old Ta'Wayne Palmer, and passenger, 13-year-old Ta'Wayne Palmer, both died at the scene. Octavius Palmer, 9, was taken to Dayton Children's Hospital where he later died. Five other children were injured in the crash. Two children were critically injured and the other three were treated and released from Dayton Children's Hospital. They were all part of one extended family. Smith suffered serious but non-life-threatening injuries.

YOUNGSTOWN, Ohio (WKBN) – As downtown Youngstown businesses struggle in the wake of last month's explosion at the Realty Building , owners say they've been having a hard time ever since road construction started a couple of years ago. Mark Canzonetta with Bistro 1907 said he has seen sales drop $15,000 to $20,000 a week. Vern Cesta with V2 was blunt about the losses. "Almost 60%. I would say 60 to 70%," Cesta said. He talked about the ongoing construction, that is now outside his front door, which is making it harder for customers to get there. "They're telling me it's unsafe, so they're just gonna drive around. They can't find a parking place after two tries around, they're going somewhere else," Cesta said. Erin Lonsway says the construction forced her to close her Bella Amica Boutique because of all the dust and narrow sidewalks. She says the work is hurting the downtown's image as a destination."We have to make it road-friendly, parking-friendly, people-friendly, and people may not have a second or third chance," Lonsway said. While the owners say the construction has been hurting their bottom lines, they also say that they get little information about when it's all going to be finished. Officials have told WKBN-27 First News that work on West Federal Street should be finished by mid-July, but owners say no one has told them that. "We shouldn't be getting our information from the news. We should be getting it from the people that are in our government," said Anna Massullo-Sabella with Avalon Pizzeria. All admit that even when the road re-opens and the explosion's been cleaned up there needs to be a plan in place to help them and if not, they don't know how long they'll last. "It's been a family discussion of ours," Massullo-Sabella said. "Should we pull out? I've been talking to my lawyers, my accountants about it. Should we pull out?" Canzonetta said. Everyone hopes it doesn't come to that.

One person suffered a graze wound in the back from a gunshot.As an officer arrested one suspect, he said, "you match the description," and, "you got anything on you, 'bro?""Yeah, firearm. Right, here in my pants, right there," the suspect answered.The officer then says over the radio, "I got one more gun.""It was a nice shootout," another 911 caller said. Last weekend, the Cleveland Metroparks said very little about what happened or why. However, investigators are releasing photos of a few more possible suspects and, again, 16 people pulled guns during the incident."We are working to identify the suspects involved in this incident and utilizing all law enforcement resources available," said Cleveland Metroparks Police Chief Kelly Stillman. "This type of criminal behavior will not be tolerated anywhere within Cleveland Metroparks and we are working in close coordination with our law enforcement partners to identify and prosecute all suspects to the full extent of the law.""There are people in this community who continue to make excuses for this type of behavior," said Cuyahoga County Prosecutor Michael O'Malley. They need to wake up and realize this type of violence is going to end in a loss of life and destroy our community."Initially, police arrested a 17-year-old from Lyndhurst. In Juvenile Court, we found gun charges. Police say the teen had a stolen gun. We've learned investigators are still working on how the teen might be connected to the rest of the incident. We also found he had no prior juvenile record in Cuyahoga County."I saw with my own eyes, at least two automatic weapons. They got on the freeway going east," a 911 caller also said.The Metroparks call this an "active investigation" while promising you'll see more of a police presence at Edgewater Park.Yet, we are already seeing fallout. The Metroparks cancelled this week's summer concert at Edgewater Park.Anyone with information related to the incident and individuals involved should call Crime Stoppers at 216-252-7463. Tips may be submitted anonymously. Crime Stoppers is offering up to a $5,000 reward for any information that leads to the identification and arrest of the persons responsible for this crime.
