Kansas City law enforcement is touting the arrests last week of a group of men with alleged gang connections , saying they expected the arrests would "significantly" disrupt the group's criminal activities. Those connected with the group and charged with crimes in Jackson County Circuit Court last week were Sir'Michael Harbin, of Kansas City, Damien A. Carter II, of Kansas City, Montell Essex-Benjamin, of Kansas City, and Jermaine Love, of Kansas City, according to the Jackson County Prosecutor's Office. Michael Mansur, a spokesman for the office, said charges were also pending for a fifth person connected with the group. Harbin and Carter were charged with first-degree harassment and armed criminal action after they were allegedly identified as part of a group that repeatedly pointed guns at vehicles, including at a Kansas City police detective in an unmarked vehicle, as they drove past a group of homes in early September, according to court documents. Kansas City police detectives connected Harbin and Carter to the "256/356" street gang, which they said had a history of violence and was linked with "Big Body Gangway" and "4Door Mob" groups. "Members of these gangs are known to regularly associate with one another socially and criminally, and maintain common rivalries with opposing gangs and criminal groups across the metropolitan area," a detective wrote in court documents. Carter allegedly told investigators that he and a group of friends had gathered after the death of one of Carter's friends, had seen police on the day they had been pointing the guns and said the group had been "crashing out," a detective wrote. Essex-Benjamin was charged with first-degree accessory robbery and accessory armed criminal action, and Love was charged with first-degree robbery and armed criminal action after the two were identified as part of a group of men who stole a Glock handgun from a man at a gas station last month, according to court documents. The two were arrested Thursday, police said. The Jackson County Prosecutor's Office hailed the charges and said the suspects had been with a gang that had recently been associated with violent crimes in the city. "These arrests are expected to significantly impact and disrupt the gang's activities," the office said in a news release. Those arrests came as part of a sweep of "high-priority" suspects with outstanding warrants that also focused on "crime hot spots," the Kansas City Police Department said, noting that 33 people were arrested.

Drivers of nearly a dozen cars reported striking it after dark on a poorly lit stretch of 58 Highway through a commercial stretch of Belton and popping tires this weekend in Belton. But they weren't this weekend. A city official tells FOX4 they were moved somehow. With no striping or signs either, it certainly caught people off guard. Belton residents will tell you traffic has been a nightmare with construction projects going on since this summer on MO-58, E. 173rd and Cunningham. "It's been a huge headache, a dive to my business, people not wanting to get around, traffic backed up forever," said Michael Fenwick, a manager of a business who suffered a flat tire earlier from road debris in the construction zone. Construction on 58 is designed to improve the situation, including new turn lanes and medians. "Really the medians are to facilitate traffic through there, to try to reduce congestion where they need to go quicker," Belton Asst. City Manager Mike Ekey said. But this weekend, especially Sunday night, there was a big issue with a median near the Salvation Army and Discount Tire. "Unbeknownst to me, there was now a concrete median in the street and really the lane just guided you right into it. I was just driving, going about my business all of a sudden—thunk—blew out my tire," Gage Roe said. "Cars on that side, cars coming toward you and all of a sudden here you are, and this thing is sitting there, right in front of you. So I hit and it blew," Diana Covey said. And they weren't the only ones. FOX4 spoke to a mom on her way home from the hospital who hit the median, and one woman who was on the way to help a family member who had struck it and ended up hitting it herself. "We were there maybe 10 minutes and I saw at least 5 other people smack into it and several people pulled in near me," Roe said. "It sits out into the path of where you are going. None of the people FOX4 spoke with had contacted the city, but nearly a dozen drivers have. "Our best guess right now is another vehicle had driven through there and hit the cones and moved them or someone had gone in and moved the cones themselves and created a driving lane that shouldn't have been there," Ekey said. PULASKI COUNTY, Ark.- The Pulaski County Sheriff's Department is investigating the disappearance of 62-year-old Theresa Chwastek from Roland. It's been more than a week since her family last saw her. Their worry only continues to grow as there are no leads on where she could be or if she is okay. Officers and the community already gathered to complete a search, finding no traces of Theresa anywhere. Little Rock police attempting to locate missing teen "I try to be strong and think everything is going to be good," Theresa's mom Patricia Chwastek said. Patricia says she knew something was wrong when she hadn't seen her daughter in a few days. She decided to walk over with her son to check on Theresa and her home, but it only left her with more questions. "That surprised me when the door was unlocked, it wasn't open, but it was unlocked," Patricia Chwastek said. Patricia told police Monday, November 11th, when she filed the missing persons report that the last time she saw her daughter was on Friday, November 8th. "I love her, I miss her, every night I keep thinking she is at the door," Patricia Chwastek said. Patricia says she misses her daughter each day as she sits with no answers. "Theresa was a very kindhearted person, wouldn't you say, she had a good heart for people," Patricia Chwastek said. According to Theresa's family, she was last seen wearing a white and blue sweater with blue jeans. Police searching for missing 88-year-old Grant County man The family has been passing out flyers trying to find out information while the Pulaski County Sheriff's Department works on leads. "It's getting harder and harder, it's getting too long," Patricia Chwastek said. The Pulaski County Sheriff's Department asks anyone with information on Theresa's whereabouts or what may have happened to her to call the Criminal Investigations Division.

As calls mount for Liberal cabinet minister Randy Boissonnault to resign over conflicting claims about his family's Indigenous heritage, Global News has learned Edmonton police are investigating an allegation of fraud made against Boissonnault's former company and business partner.Michael Weber, a Florida-based lawyer who is the legal counsel for medical supply procurement company 4M Medical LLC, said he submitted a police report on July 31 regarding 4M Medical's failed transaction with Global Health Imports.The Edmonton Police Service (EPS) confirmed that the complaint is under investigation.Boissonnault co-founded medical supply company Global Health Imports (GHI) with Stephen Anderson, a former hockey coach, in early 2020.The Edmonton Centre MP said he resigned from the company after he was re-elected and appointed to cabinet in the fall of 2021. He remained a 50-per cent shareholder in the company until June, when he surrendered his stake.Boissonnault distanced himself from the embattled medical supply company following Global News investigations last June that revealed GHI's legal troubles and text messages Anderson sent in 2022 telling clients he was consulting someone named 'Randy' on business deals.Boissonnault is not named in any of the lawsuits and he denies he is the person Anderson is referring to in the text messages.Weber said in a statement to Global News he provided police with the same information that was recently filed in court.In those filings, Weber alleges GHI and Anderson fraudulently induced him to send a $350,000 deposit for a large shipment of medical gloves that GHI never delivered. The refundable deposit 4M Medical sent in October 2022 was not returned, Weber states in court documents.Boissonnault "has never been contacted by Edmonton Police or any other law enforcement agency regarding Global Health Imports or Mr. Anderson," Boissonnault's director of communications, Alice Hansen, said in an emailed statement.In the fall of 2022, when Weber and Anderson were corresponding about the sale, Boissonnault owned 50 per cent of GHI.The new court evidence, reported by Global News last week , included new text messages Anderson sent to Weber in September 2022 saying he was consulting 'Randy' about the $3.45-million deal between GHI and 4M Medical.The minister maintains he has had nothing to do with the company since his resignation and, for weeks, has accused Anderson of using his name without his consent."If Mr. Anderson is using my name, without my knowledge, which I never gave him permission to do, then he should share that with the committee," Boissonnault said at a press conference in Vaughan last week.The new court evidence spurred the House ethics committee to re-open its study into whether Boissonnault broke federal laws by being involved in a private business while in office.Conservative MPs have ramped up calls for Boissonnault to step down amid the new 'Randy' texts and Boissonnault's conflicting claims around his family's Indigenous ancestry."Any one of these things would be a resigning offence. Why won't he resign now?" Conservative Party Leader Pierre Poilievre said in the House of Commons on Monday.Hansen said Boissonnault had previously referred to himself as a "non-status adopted Cree" but he has never claimed to be Indigenous.Last week, Boissonnault apologized for not being more careful about how he characterized his family's ancestry, adding he was still learning about it.Prime Minister Justin Trudeau said on Tuesday he still had confidence in Boissonnault, who is currently minister of employment, workforce development and official languages."I'm happy that he is continuing to lead on issues around jobs and employment and represent Alberta in our government," Trudeau said at the closing press conference for the G20 summit.Anderson, who is the chief operating officer of GHI, is facing allegations in court that he defrauded two U.S. companies out of around $850,000 in total.Anderson denies the allegations of fraud, which remain unproven in court.Neither Anderson nor his lawyer responded to Global News' requests for comment by deadline.The Ghaoui Group, a California-based company, sued GHI, Anderson, and Anderson's other company, Global Healthcare Solutions (GHS), in May 2023.Two months later, it was awarded a $7.3-million default judgment in that case when no defence was filed. The Ghaoui Group also received a partial judgment for around $500,000 to be paid by Anderson directly.The case currently is under a stay order from a judge. Anderson is trying to get both judgments set aside because he said he was unaware of the lawsuit until December 2023, when he discovered his bank accounts were being garnished, according to his statements in court documents.The Ghaoui Group is also suing Anderson and two GHI employees in a second lawsuit filed in April alleging civil fraud. All three deny the allegations.Weber's affidavit was filed in support of both of The Ghaoui Group's lawsuits.Malvina Ghaoui, principal of The Ghaoui Group, also filed a police report with Edmonton police in March regarding her company's failed transaction with GHI.Similar to Weber, Ghaoui's company put down a $500,000 deposit on a large shipment of medical gloves that never arrived. That deposit, sent in September 2022, was also not returned in full, The Ghaoui Group alleged in court documents. The investigation remains suspended pending the receipt of new information.Weber's police report is "not sufficient to re-open this investigation," EPS spokesperson Carolin Maran said in a statement without elaborating.The police officer handling Ghaoui's complaint, Const. Justin Cook, wrote to Ghaoui on April 10 telling her Anderson told him he had "paid the deposit back," emails obtained by Global News show.A month later, in his sworn affidavit dated May 22, Anderson told a different story.In court documents, Anderson said that as a result of an arson fire at GHI's Edmonton warehouse that "crippled" his business, he could only return $10,000 to The Ghaoui Group.The EPS did not confirm nor deny Cook's email to Ghaoui. Maran did not respond to questions regarding whether it is investigating what appears to be a false statement Anderson allegedly made to police about returning the deposit.The EPS had previously investigated the arson fire set at GHI's warehouse in September 2022. That investigation also remains suspended pending new information. No charges or arrests were made in that case as well."I can confirm that all three incident reports have been cross-referenced by investigators. The EPS cautions against drawing conclusions that police investigations have been unable to confirm," Maran wrote in a statement.Ghaoui said she is "deeply concerned" by the conclusion reached by EPS in her case."It seems that the evidence — particularly the hard evidence I presented — was not fully considered in the final assessment," Ghaoui said in a statement.Dan Jones, a former Edmonton police inspector and chair of justice studies at NorQuest College, told Global News police should be connecting Ghaoui and Weber's complaints."Cross-referencing is one thing, but what they should be doing is looking for potential linkages," he said.Jones said, in general, investigating fraud is difficult, and most local police departments lack the capacity to take on every case.However, he said he thinks the allegations made against Anderson and GHI warrant a deeper look.Boissonnault has been called back to testify before the ethics committee for a third time alongside two GHI employees and Ghaoui. No date has been set for those hearings.MPs did not invite Anderson back to Ottawa to testify after several members said they found him to be an unreliable witness during his July appearance.Anderson told MPs during that hearing all nine 'Randy' references in text messages were the result of an "auto-correct error," but refused to disclose who he was referring to. He also admitted to initially lying to Global News about the identity of 'Randy.'Anderson is expected to face a motion to be found in contempt of Parliament for refusing to answer questions and turn over documents ordered by the committee earlier this summer.

DES MOINES, Iowa — The Des Moines City Traffic Engineer John Davis has a vision to make Des Moines' streets safer. His plan would be to check the current speed limit on city streets to see if it's appropriate for the conditions. "We get requests for speeding traffic, or people are speeding in my neighborhood," said Davis. "We're looking to try to make sure that the speed limits are appropriate for the conditions. The land uses, the amount of traffic, the pedestrian movements." The idea is a concept at this point. The City does not have the budget to tackle this project yet. Davis said the City isn't even talking about hiring consulting help until they have the funds. He would look at lowering the speed limits on some streets to decrease the amount of bad crashes. "Speed is the element of a crash that causes the most severity, so the higher the speeds, the more severe the crash," said Davis. "So, what we're trying to do is, bottom line, is save peoples' lives." One of Iowa's oldest public libraries is seeing record checkout numbers Davis said the speed limit is not the main factor in determining how long it takes to get to your destination. "Most people will find that the delay that they might have in their way is not necessarily how fast that they go to the speed limit or above the speed limit, it's the delay they might incur at a traffic signal or a railroad crossing," he said. The bottom line is he's looking for roads where the speed is too high, and maybe unsafe. "I think the biggest thing we're trying to do is to save peoples' lives," said Davis. "Slowing people down is the first thing really, regardless of whether we change speed limits or not, is to drive what the speed limit is now." Mayor Eric Adams prodded Albany for help Tuesday in his years-long push to take mentally ill vagrants involuntarily off the street and into care — grimly casting a madman's deadly Manhattan stabbing spree as the tragic consequence of inaction. "Everybody said I was inhumane, that we just want to institutionalize people," Adams said during his weekly off-topic briefing. "Well, this is the result. This is the result of not taking actions and ignoring people who need help." Adams said city officials will carry out an analysis to see where gaps in the mental health and criminal justice systems failed accused killer Ramon Rivera — and, ultimately, his three victims. "We have three New Yorkers who were murdered in our city by a person who was betrayed by the health care system," he said. The mayor outlined steps the city has taken to take mentally ill people off the streets, including efforts to shift toward small mental health "clubhouses." But Adams said the city needs help from state lawmakers in Albany to bolster his controversial involuntary removal program . The bill Adams has backed to expand the city's authority to force troubled New Yorkers off the streets and into psychiatric care — the Supportive Interventions Act — went nowhere in Albany. "We've been back and forth to Albany to say let's codify in law and give real clarity around the authority we have of dealing with people with severe mental health illness," he said. Hours after the mayor's comments, a disheveled Rivera, 51, appeared in a Manhattan courtroom for arraignment on three counts of first-degree serial murder . Prosecutors said Rivera, a homeless man with a history of mental illness and arrests, randomly targeted and killed three New Yorkers innocently going about their daily lives Monday from the West Side to the East River. He chillingly told cops he picked his victims because they were "alone" and "distracted," law-enforcement sources told The Post.

MEMPHIS, Tenn. — An attempted murder suspect who escaped from a Hernando, Mississippi courthouse over the summer is being extradited back to Mississippi. The Mississippi Department of Public Safety confirmed that Joshua Zimmerman is being transferred back to the state. However, the date of the extradition was not given. On June 14, Zimmerman escaped from a DeSoto County courthouse after being scheduled for a hearing in a case where he was facing an attempted murder charge. He made it past the courtroom, down the stairs, past the metal detectors and guards at the front entrance without being noticed. "So I've actually seen a video from inside the courthouse," said Matthew Barton, DeSoto County District Attorney. "They came inside the courthouse, they're going upstairs to the courtroom. He's wearing shackles and a jumpsuit like everybody else. He broke from the line, [and] went through a door. Sometime later, he left the courthouse with no shackles and street clothes." Zimmerman is accused of attacking an elderly Southaven man who hired him to work at his house last September. (WBRE/WYOU) — Well-deserved recognition on Tuesday for those working to fight childhood hunger in NEPA. The program, Dinners for Kids, had its annual event at the Jewish Community Center in Kingston. The program was founded by Edna and David Tevet out of a need to help end childhood hunger in the Wyoming Valley. Dinners for Kids is able to feed around 240 kids across the Wilkes-Barre, West Side, and Dallas areas. COLTS prepare to hold annual Stuff the Bus campaign The program was started in 2011 and has grown. They now deliver around 75,000 meals annually. "My wife and I, we owned Ollie's restaurant at the time, and somehow we got interested in childhood hunger. We researched what's happening, why, how come there's still children hungry in the United States. We found out that, somehow, the children, for one reason or another, don't get a decent meal at home," David explained. "There's always a couple of kids who pop out and they're like thank you thank you so much. SAN DIEGO (FOX 5/KUSI) — National City detectives are searching for the gunman responsible for a shooting that left a 12-year-old boy dead and four other teenagers wounded late Friday night. It happened during an illegal party at a vacant home on N Avenue. The incident has left the community in shock. A growing memorial of flowers and candles has appeared at the scene as residents mourn the loss of Elijah Smith, the young boy who was killed. National City Mayor Ron Morrison said he is not only committed to finding the shooter but also wants to hold accountable those who organized the party. The shooting occurred during an illegal house party at a vacant property owned by Big Hill Oz LLC, which plans to demolish two vacant homes on the site. Neighbors, like Carmen Tafoya, talked about the frightening moments of the shooting. "We just heard five shots, one that went boom then right after four of them," Tafoya said. She noted that although teenagers had been visiting the property for weeks, she had not observed any disruptive behavior until the shooting. Gunfire erupts at National City house party, leaving one dead and four injured The city has been working to expedite the demolition permit for the property to prevent further break-ins. Mayor Morrison stated that the property owners have attempted to secure the site multiple times, but trespassers have repeatedly broken in. A 26-year-old man was taken into custody after firing two guns inside and outside a home near Lacey schools Tuesday afternoon, police say. Police were dispatched to the 700 block of Enterprise Drive Northeast, just north of Chinook Middle School, about 1:20 p.m., Lacey Police Sgt. Jeremy Knight said, after reports of a man outside a home holding a shotgun. The man reportedly had been drinking and was despondent, Knight said. He fired shots from two weapons: a shotgun and a handgun. Vehicles in the driveway were damaged and so was the home, Knight said. A woman who was inside the home was unharmed, according to police. Chinook and other schools in the area went into lockout from 1:35 to 1:50 p.m. Tuesday, according to an email the school sent to parents. "Following guidance from the Lacey Police Department and out of an abundance of caution, our school implemented a lockout procedure due to police activity in the area," the email reads. In a news release, troopers said the crash claimed the life of Gilbert Price Jr. Price is the father of KLFY reporter Kye Price. The crash was reported around 10 a.m. Tuesday. "As our citizens begin to enjoy the cooler weather and we start into the holiday season, we wanted people to have another option in the city where they can get outdoors and exercise," said Mike Feeley A.A.E., Airport Director. "We want this to be an early holiday present to our community that they can utilize year-round." The path was also designed with markings so it can be used for 5K races, in addition to normal use by residents. "The flat topography makes this a great location for jogging, running and family bike rides." Feeley said. "There is very little vehicular traffic and no animal concerns like people may experience walking in a neighborhood." The trail is located at 3200 Rickabaugh Drive. ‘Early holiday present’: Big Spring airport opens new three-mile trail

CHICAGO — It's an unsolved murder at the center of Shotspotter debate. Safarian Herring , 25, was fatally wounded the night of May 31, 2020. The shooting occurred amid citywide civil unrest, triggered by the death of George Floyd by Minneapolis police. Security cameras captured Herring inside an Auto Zone on South Stony Island Avenue that was being looted. It's believed he left around 11:30 p.m. and caught a ride with a man in his 60s, later identified as Michael Williams. According to records, obtained by WGN Investigates , Williams drove Herring north on Stony Island. It's not clear where the men were heading. But what is known is that near 63rd Street, Herring was shot in the head while still inside Williams' Toyota SUV. "He didn't even have a chance," Lajuane Herring, Safarian's father, said. After the shooting, Williams drove Herring to the hospital. But he left without speaking to police. So, detectives were left with few clues or even address of where Herring was wounded. Hailed as a faster way to alert police about the location of gunfire, the technology's critics have accused it of leading to an increase in over policing in some neighborhoods. Mayor Brandon Johnson campaigned on a promise to remove the system, which has cost taxpayers tens of millions of dollars. But some aldermen have objected. In Herring's case, police concluded he was hit by gunfire at about 11:46 p.m. near 63rd and Stony Island, based on an initial Shotspotter report. There's no video of the actual shooting. But surveillance cameras captured two vehicles – Williams' Toyota and what's believed to be a Dodge Charger – speed away from the intersection Williams later told police the shot that hit Herring came from someone inside the Charger. Authorities, however, charged Williams with murder. In records reviewed by WGN Investigates, police alleged the surveillance video shows the Charger's windows were closed as it rolled through the intersection. If that is true and a bullet was fired from inside the car, the windows would have been damaged. Through his attorney, Williams declined an interview request. But in 2022 he told WGN that police allegedly said, "Well, we have you. Shotspotter have you firing the gun." Williams' attorney, Jonathan Manes, said police were wrong on multiple fronts. Shotspotter can't pinpoint exactly where a gun was fired, only that a shot came from within a certain radius. What's more, Manes said his team's analysis of the same surveillance video shows the Charger's back window was open, not closed, as police alleged. "The police had the video," Manes said. "They didn't look at it properly. They missed it." Williams pleaded not guilty and maintained his innocence, even as he spent nearly a year in Cook County Jail. Ultimately, prosecutors dropped the charges, citing a lack of evidence and questions about the accuracy about Shotspotter's data. "Shotspotter gave police a lead in this case," Manes said. "But police did an absolutely terrible job of investigating it." Williams is now suing the city of Chicago, claiming in a federal lawsuit that he was "falsely accused" "because police "used unreliable Shotspotter evidence to arrest and prosecute him." They closed the case after Williams was charged. But Herring's father said he feels like there's been no closure. "The hurtful thing is I wasn't there to protect him," he said.

Christopher Smith was arrested on November 11 after the 12-hour standoff with police. He was also charged with intentionally evading arrest in an automobile and vandalism between $10,000 and $60,000. Smith was released from jail today with no bond by Judge Bill Anderson. During the standoff on Lakeview Road, police said Smith threatened to kill the officers and fired shots at them. His mother told police Smith was a veteran who was dealing with a mental illness. Suspect allegedly shoots at police, destroys $60K MPD equipment during barricade In a letter to Shelby County District Attorney Steve Mulroy, State Senator Brent Taylor questioned Smith's release, calling him "a threat to public safety as evidenced by firing at police officers" during the standoff. SEN-BRENT-TAYLOR Download "Judge Anderson continues to exhibit a blatant disregard for TCA 40-11-115(a), which elevates the safety of the community as the first consideration of bail," said Senator Taylor. Tuesday night, D.A. Mulroy told WREG that his office disagrees with the judge's decision in this case. "We opposed the defendant's release on his own recognizance. We asked that the $200,000 bond, I believe, stay in effect and, as a matter of fact, will be appealing that decision by filing a risk in criminal court." Teacher accused of sexual battery out on bond During negotiations with Smith, the MPD's TACT Unit deployed their robot to get a closer look at the suspect, but Smith allegedly shot the robot and then ran it over with his car.
