A single-life loss is one too many. How do we reinvigorate the international counter-terrorism agenda, including at the UN and especially at the UN? How do we address new challenges in dealing with terrorism, cyber terror, new technologies, terror financing, state culpability and online radicalisation? How do we ensure that justice is delivered to victims of terrorism," he said adding that accountability and justice delivery are very important.Emphasising that justice delayed is justice denied, Harish said the end goal is "Never again. We don't want a 9/11, has happened here. We don't want a 26/11. Has happened in Mumbai," a reference to the September 11 terror attacks on the World Trade Centre twin towers in Manhattan carried out by Al Qaeda and the November 26, 2008 terror attacks across Mumbai perpetrated by Pakistan-based terror outfit Lashkar-e-Taiba.He further noted that unfortunately, there has been an enhanced salience of nuclear weapons now. "India has always stood for universal, verifiable, non-discriminatory nuclear disarmament. We do not believe that you can create pools of nuclear weapons-free zones in a world where the means of delivery are global, so we stand for universal disarmament, of course, verifiable and non-discriminatory."India follows a policy of maintaining a credible minimum deterrence based on no first use and non-use of nuclear weapons against non-nuclear weapon states, he said."In recent years, a big issue, of course, is new threats and increasingly, the international community is called upon to collaborate to come up with measures to prevent terrorists from acquiring weapons of mass destruction," he said.

BOZEMAN — Last month, MTN News reported on a 5th-grade class at Irving Elementary School looking to raise funds for a trip to Yellowstone National Park (YNP).Sarelle Davis's 5th-grade class at Irving was chosen for the Expedition Yellowstone Program , which YNP says is "a 4-5 day curriculum-based residential program for teachers and their 4-8th grade classes."Even so, Davis realized the dream trip might not be a reality for some students."Eleven students in this classroom, even with how close Yellowstone is, don't have the means to get there," Davis said at the time.And so, Irving Elementary called on the Bozeman community to help—and Bozeman responded.On Tuesday, MTN News received this statement from Sarelle Davis: Our Expedition Yellowstone trip was an unforgettable experience, and it would not have been possible without the overwhelming generosity of the Bozeman community. Thanks to the support of local businesses, organizations, and individuals, our 5th graders had the opportunity to explore Yellowstone's wonders—learning about geothermal features, wildlife conservation, and the importance of protecting our natural world. For many of our students, this was their first trip to the park, and it opened their eyes to the beauty and interconnectedness of nature. Memories of our favourite open-fronted barn in Bedfordshire are forever tarnished by our final visit. Before that, we always made a point of pausing in the doorway and checking no one was home before entering. On its concrete floor, there was a regular smattering of pellets – solid evidence that owls had been roosting in the rafters, though I never saw one there. On that last day, we walked in chattering and forgot to stop. We had barely crossed the threshold when a reproachful spirit flew at us and over our heads. Our daytime thoughtlessness had stolen a part of a barn owl's night. And I confess that I gained a guilty thrill from the intimate encounter that this careless transgression had given us. I felt an echo of that experience after I sneezed in a Somerset churchyard. Ninety minutes after sunrise, we had walked around an established mown path to the back of a squat church tower, talking in low, muted voices. Just beneath the sloping, slate-tiled roof was a narrow window – like a castle arrow slit. We had both glanced up and noticed a tangle of sticks poking out from the base. Somebody had nested there – maybe a pair of jackdaws? It was then that I couldn't help giving an explosive sneeze. A light arrow spilled out of the slot, opened its wings and took flight over the graves. Barn owls don't make nests with sticks; this bird must have taken over the crow's nest as a winter roost, and I believe my involuntary exclamation had shaken it out. Very light-coloured birds – swans, egrets, barn owls – may give an illusion of deliberate, leisurely wingbeats, but this owl was in a fast flap. It was quickly apparent, however, that it was not so much escaping from but flying to a particular spot. Once in the open, it knew exactly where it was going, taking a direct route over the graveyard wall and up into a high hedge at the far side of the next field. It wrapped itself in invisibility, this light sleeper, clearly ready to put snoozing plan B into operation.

Long before we linked ourselves by computers and social media, before we linked ourselves by voice, internal combustion and air travel, before we linked ourselves by steam — way back when we still relied on wind and sail — we also created a turkey link."Turkeys" came to Europe from two places, and in fact they were two distinct birds: Numida meagris or the African helmeted guinea fowl from Madagascar off the southeast coast of Africa; and Meleagris gallopavo, the North American "turkeys" native to Mexico, the eastern half of the United States and southern Canada — birds probably first domesticated by the Aztecs some 2,400 years before Pilgrims arrived in North America to share a three-day feast with the Wampanoag Indians at Plymouth Rock, in November 1621.By that time, Europeans had been eating guineas for a century or more after the Ottoman Empire had imported them from Madagascar to Istanbul, then exported them to Europe on a tide of war and trade in the 15th or 16th centuries. Even then, Europeans had begun referring to the Ottoman Empire as "Turkey," and to the African guineas as "turkey fowl."Explorers who sailed west from Europe, meanwhile, carried the North American birds back home in the 16th or 17th centuries, calling them "turkeys" because they mistook them for African guinea fowl, which also have small heads and rounded bodies.I happen to have some guineas hop-skipping around my yard with the ducks and chickens. They chatter if a squirrel runs by at the same deafening volume they'd chatter if the Persian horde ran by.What about their importance as icons of cultural progress — as lessons in how humans should behave?Sounds a little pretentious but it makes some sense. If we didn't have guinea fowl from the Ottoman Empire we wouldn't have Turkey, which became a nation following the collapse of the Ottoman Empire in 1922.And if we didn't have Turkey, we wouldn't have a liberalized Islamic nation more European than not, nowadays — a member of NATO.And if we didn't have an Islamic member of NATO, we wouldn't benefit from an obvious and powerful truth: Things work a lot better when you trade and get along — when you invite people to sit at your table — than when you don't.The North American turkey, with five species, including Florida's wily Osceola, can teach us something, as well. Here's the lesson: It doesn't matter what you're eating together. It only matters that you're eating it. Together.At the first Thanksgiving, however, turkeys were irrelevant. If they were on the menu at all, they weren't significant. The main course was probably venison, since the 90 or so Indians led by Chief Massasoit brought five deer, and William Bradford's 50 men contributed "fowl" — likely ducks and geese among others migrating in the New England autumn.They'd raised a good first-year crop of greens, beans and turnips, records show, and they had onions and corn, but little sugar. Supplies from Britain had mostly run out, so nuts and berries, including native cranberries, wouldn't have been sweetened.They also had pumpkins —not the big orange orbs popularized by Irish immigrants more than two centuries later, but squash. And they likely ate a lot of fish and shellfish, while digging into big helpings of sobaheg, the Wampanoag word for stew, according to Wampanoag historian Linda Coombs, an expert in the bicultural history of the Plymouth colony.Consisting of just about anything available, sobaheg could include meats, squash, beans, nuts onions, corn and roots (potatoes would not become part of the American diet for a century to come, or more).So why bother with turkey at Thanksgiving?Traditionalists should be eating sobaheg on this holiday — only after proclaiming a single Latin truth over the bounty: E. pluribus unum.That's the sobaheg recipe, after all: Out of many ingredients, one dish. NASHVILLE, Tenn. (WKRN) — Is the Metro Nashville Police Department (MNPD) going too far? It was a question debated for nearly two hours at Tuesday night's Metro Council meeting.But that question was left unanswered because Metro Council deferred the MNPD's request for access to surveillance video camera feeds on a voluntary basis.Before the Metro Council meeting, those in attendance of the Public and Safety Committee drilled the MNPD with questions wanting to know more about FUSUS technology. While city leaders said they need to do everything they can to improve public safety, some argued that the step would be a violation of privacy."This is a tool in the toolbelt of our police department — and a voluntary one at that," District 14 Councilmember Jordan Huffman said, speaking in favor of the resolution.The back-and-forth discussion took up the majority of the night and put business surveillance cameras in the spotlight. Resolution 2024-792 would approve a contract between Metro Government and Fusus, LLC to "increase the value, extend the term, and utilize the full scope of work including surveillance technology."Essentially, the technology would allow the MNPD to have access to business security cameras and monitor its footage when a crime happens near the business. The MNPD explained that camera footage would not be taken from private citizens as part of this resolution. The department added businesses could choose to opt-in or opt-out of the program."FUSUS consolidates public and private surveillance networks into a system controlled by law enforcement, creating an infrastructure that feels more like Big Brother than a guardian of public safety," a member of the public in opposition of the resolution said during Tuesday's Metro Council meeting.Some of Tuesday's public attendees spoke in favor of the resolution, even pointing to their own experiences that could have benefitted from the help of cameras."When I was burglarized, we developed the tag pretty quickly of the vehicle that was being used and before that person could be caught, even though it was traveling up and down Bell Road Murfreesboro Road and Hobson Pike," one woman said, speaking in favor of the resolution. "It took about 18 days and 12 more victims before that vehicle was stopped. Technology can see more than officers can."For years, companies have used cameras as a deterrent, even posting warning signs to would-be criminals. Police said that the cameras could help them solve crimes faster."Civilians that witness a crime don't often get the best descriptions," MNPD deputy chief Chris Gilder said during the Public Safety Committee meeting. "This kind of eliminates some of that issue by allowing us to go in see the actual video of the suspect [and] provide a good, solid description to the responding officers so that we can be more precise in our response and we're not stopping the wrong people. We're getting to the right person and hopefully solving a crime."However, some called tapping into Fusus technology an invasion of privacy."Increased police surveillance and government overreach pose a real danger to our community and threaten our safety and well-being," another resident said, speaking against the resolution.Over the weekend, the MNPD responded to an incident at a Hermitage bowling alley after a 20-year-old was shot and killed. Councilmember Huffman asked if the technology would have been useful in responding to the case."Yeah, absolutely," Gilder answered. "...If they're a donor camera, that is something that could have been done literally as the call came out — as officers were on their way to the call and possibly intercepted the people who were involved."Many brought up the worry about whether the MNPD would be able to obtain sensitive information about residents without probable cause. MPs are to summon Elon Musk to testify about X's role in spreading disinformation, in a parliamentary inquiry into the UK riots and the rise of false and harmful AI content, the Guardian has learned. Senior executives from Meta, which runs Facebook and Instagram, and TikTok are also expected to be called for questioning as part of a Commons science and technology select committee social media inquiry. The first hearings will take place in the new year, amid rising concern that UK online safety laws risk being outpaced by rapidly advancing technology and the politicisation of platforms such as X. The MPs will investigate the consequences of generative AI, which was used in widely shared images posted on Facebook and X inciting people to join Islamophobic protests after the killing of three schoolgirls in Southport in August. They will also investigate Silicon Valley business models that "encourage the spread of content that can mislead and harm". "[Musk] has very strong views on multiple aspects of this," said Chi Onwurah, the Labour chair of the select committee. "I would certainly like the opportunity to cross-examine him to see ... how he reconciles his promotion of freedom of expression with his promotion of pure disinformation." Musk, the owner of X, fumed when he was not invited to a UK government international investment summit in September. Onwurah told the Guardian: "I'd like to make up for that by inviting him to attend." Former Labour minister Peter Mandelson, tipped to become the next UK ambassador to Washington, this week called for an end to the "feud" between Musk and the UK government. "He is a sort of technological, industrial, commercial phenomenon," Mandelson told the How to Win an Election podcast. "And it would be unwise, in my view, for Britain to ignore him. You cannot pursue these feuds." X did not respond when asked if Musk would testify in the UK, although it appears unlikely. The world's richest man is preparing to take on a senior role in the Trump White House and has been highly critical of the Labour government, including weighing in on changes to inheritance tax on farms by saying on Monday that "Britain is going full Stalin". During the riots that followed the Southport killings he said: "Civil war is inevitable." The Commons inquiry comes amid fresh turbulence in the social media landscape as millions of X users move to Bluesky, a new platform, with many migrating in protest at misinformation, the presence of once-banned users such as Tommy Robinson and Andrew Tate, and updated service terms that allow the platform to train its AI models on user data. Keir Starmer said on Tuesday he had "no plans" to move his or government accounts from X. The prime minister told reporters at the G20 summit in Brazil: "What's important for a government is that we're able to reach as many people and communicate with as many people as possible, and that's the sole test for any of this as far as I'm concerned." After Musk was not invited to the UK government investment summit, he said: "I don't think anyone should go to the UK when they're releasing convicted paedophiles in order to imprison people for social media posts." One person jailed after the riots was Lucy Connolly , who posted on X: "Mass deportation now, set fire to all the fucking hotels full of the bastards for all I care." She was convicted under the Public Order Act for publishing material intending to stir up racial hatred. X found the post did not violate its rules against violent threats. Onwurah said the inquiry would attempt to "get to the bottom of the links between social media algorithms, generative AI, and the spread of harmful or false content". It will also look at the use of AI to supplement search engines such as Google, which was found recently to be regurgitating false and racist claims about people in African countries having low average IQs. Google said the AI overviews containing the claims had violated its policies and had been removed. After the Southport killings on 29 July misinformation swept through social media, with accounts with more than 100,000 followers falsely naming the alleged attacker as a Muslim asylum seeker. Ofcom, the UK communications regulator, has already concluded some platforms "were used to spread hatred, provoke violence targeting racial and religious groups, and encourage others to attack and set fire to mosques and asylum accommodation". Next month, Ofcom will publish the rules on illegal harms under the Online Safety Act, which are expected to require social media companies to prevent the spread of illegal material and mitigate safety risks, including policing activity that provokes violence or stirs up hatred, and false communications intended to cause harm. Firms will have to remove illegal material once they are aware of it and address safety risks in the design of their products.

Donald Trump's election victory has put a great big question mark over the entire country and collective anxiety has spiked. People desperately need to be soothed by something. I don't know about you, but my go-to in times like these has always been sea-based wildlife documentaries. With their combination of wub-wub noises and near-ambient underwater photography, it's the closest you can get to a brain massage. But Netflix knows that, this time, a beautifully shot deep-sea wildlife documentary just isn't going to cut it. No, this is serious. And that is why it has launched Our Oceans: a beautifully shot deep-sea wildlife documentary narrated by Barack Obama. Superficially, the series is the latest offering from the Obamas' growing content farm, which has already given us the delightful animated show Waffles + Mochi and the midlife-crisis nightmare fuel that was Renegades, the podcast Obama hosted with Bruce Springsteen . But if you voted for or supported the Democrats this month, Our Oceans basically qualifies as sensory therapy. With each episode dedicated to one of the planet's five oceans, the series is first and foremost jaw-dropping. As much as its starry narrator will grab the headlines, the photography is the star here. It is crisp, intimate and shows you the familiar in unfamiliar ways. It's especially good at demonstrating scale. When the focus shifts to a manta ray or a whale shark, it shoots the animal from below, making it look like a geometric monolith compared with the other creatures swimming around it. It deals in the sort of awestruck majesty James Cameron was aiming for with the last Avatar film, only this is real. It also succeeds at crafting narratives. We watch a pod of young orcas train to raid a beach and it feels like something from Top Gun. Whales plotting a raid on a salmon fishery? Ocean's Eleven. Then there is the sequence of a bioluminescent feeding frenzy off the coast of Los Angeles, which might be the single most beautiful thing you will see all year. For the most part, Obama acquits himself well in his new role. His voice, which has always been steady and soothing, was made for this. (Can you imagine any other high-level US politician pulling it off? Would narration sustain George W Bush's attention? Would Joe Biden's narration sustain ours? Does Trump know what a fish is?) This doesn't mean that Obama is the new David Attenborough, of course. Attenborough is a career naturalist who almost single-handedly created the genre of wildlife television. Barack Obama is here to emote about dolphins. He isn't helped by the script, which sometimes seems to underestimate the intelligence of its audience. "I think making sure that the area, the county, whatever it is, has enough primary care and outpatient providers that at least could help patients on a day-to-day basis to make sure they take care of their chronic conditions, to make sure that they get their annual evaluations, annual exams, to make sure that no disease is being missed, no underlying condition is being missed. I think that's a potential part of the solution to the issues with healthcare delivery in rural areas," she added.Looking forward For Bryan-College Station residents, Andreeva offered reassurance. "Again, Bryan, College Station, not being a deep rural Texas county, does have other healthcare capacities with St. Joe's and Baylor, Scott and White. So how exactly the closure of CapRock will affect Bryan, College Station remains to be seen, and it is probably something that we will not be able to determine at least until a few months to a year in," Andreeva said. ROCHESTER, Minn. (KTTC) – The City of Lanesboro received a $60,000 grant from the Minnestoa Department of Natural Resources (DNR) to improve the shorelines of Sylvan Park Ponds. In January, the Minnesota DNR was allotted nearly $150 million in state funds for its " Get Out More " initiative to upgrade shorelines and fishing infrastructure across the state. Lanesboro city leaders secured this grant money from the DNR initiative and used these funds to make fishing in Lanesboro more accessible for all anglers. Lanesboro Area Fishing Supervisor for the DNR Melissa Wagner said the Sylvan Park Ponds are the first projects of the DNR's "Get out more" initiative to be completed in the state. "We did it pretty quick," Wagner stated. "It only took about two weeks to complete, and we are fortunate that we have a construction crew located at the Lanesboro DNR office." Wagner helped the city secure the grant to improve shoreline fishing in the small Fillmore County community. "Fishing's a very huge part of the community, and we don't have any natural lakes down here, so we need to try to find other places, other than lakes or docks, that people can fish," Wagner said. Wayne Pray, a local fishing guide and Root River Fly shop employee, stated these types of projects keep fishing traditions intact. "It's wonderful, because, you know, this is how we get the future of fly fisherman, or fisherman, like I started when I was three years old," Pray stated. Lanesboro City Administrator Mitchell Walbridge claimed this project was constructed with disabled anglers in mind. "A big part of the project was expanding access for those that may have a disability, so there's expanded handicap access for people to safely get closer to the water," Walbridge said. Walbridge said other towns and cities should put this DNR funding to use. "I would encourage other communities to take advantage of the 'Get Outdoors More' initiative," Walbridge urged. "It really accelerated our city's ability to tackle a project that we probably wouldn't have been able to accomplish for a number of years." Wagner mentioned the Sylvan Ponds reconstruction is now only awaiting finishing touches. The ponds will be open for catch and release at the start of January and for harvest in April. The DNR is currently working to make similar improvements for 20 shorelines across the state.

Cybersecurity expert suspects hackers caused Morton High School District 201 website outage

HOUSTON — A man who fended off a wild hog attack says he's concerned about the growing issue in his southeast Houston neighborhood.Carl White is a longtime resident of the Garden Villas subdivision near Sims Bayou. White and his neighbors believe access to the bayou allows wild hogs to roam through the area causing havoc. He said they've killed pets, confronted people and damaged property. White experienced the issue firsthand earlier this month when he was working in his garage late one night. His dog, Moose, started barking and came to White's side. That's when White, who is confined to a wheelchair, knew there was approaching danger."I was sitting over in this spot and [the hog] was coming full speed, looking right at me and fixing to mow me down," White told KHOU 11. He had only an airsoft gun to defend himself and the LED light on top of it scared the hog. "But when I hit that light, it startled him and he turned a 180 right there, so close that I could smell him," White said. When the animal turned around again, White fired pellets at it and that finally did the trick. He's grateful his dog warned him in time to grab the gun. Now, he plans to take extra precautions and encourages other neighbors to do the same."Just don't get yourself in a position where you're confronting or cornering them, because that's when they really get nervous and come at you," White said. "But let them have an escape if they want to run away."He and other neighbors said they've contacted authorities.KHOU 11 has reported on other instances of wild hogs in the Houston area , including Cinco Ranch, Sienna and Galveston. After seeing what appeared to be Elon Musk offering an investment opportunity over and over again, Heidi Swan figured it had to be true. "Looked just like Elon Musk, sounded just like Elon Musk and I thought it was him," said Swan. She contacted the company behind the pitch and opened an account for more than $10,000. The 62-year-old healthcare worker thought she was making a smart investment in cryptocurrency from a businessman and investor worth billions of dollars. But Swan would soon learn she'd been scammed by a new wave of high-tech thieves using artificial intelligence to create deepfakes. Even looking back at the videos now, knowing they're fakes, Swan still thinks they look convincing. "They still look like Elon Musk," she said. "They still sound like Elon Musk."<h2>Deepfake scams on the rise</h2>As artificial intelligence technology evolves and becomes more accessible, these kinds of scams are becoming more common. According to Deloitte , a leading financial research group, AI-generated content contributed to more than $12 billion in fraud losses last year and could reach $40 billion in the U.S. by 2027. Both the Federal Trade Commission and the Better Business Bureau have issued warnings that deepfake scams are on the rise. A study by AI firm Sensity found that Elon Musk is the most common celebrity used in deepfake scams. One likely reason is his wealth and entrepreneurship. Another reason is because of the amount of interviews he's done; the more content there is of someone online, the easier it is to create convincing deepfakes. <h2>Anatomy of a deepfake</h2>At the University of North Texas in Denton, Professor Christopher Meerdo is also using artificial intelligence. But he's using it to create art. "It's not going to replace the creative arts," Meerdo said. "It's going to just augment them and change the way that we understand things that we could do in the sphere of creativity." Even though Meerdo sees artificial intelligence as a way to be innovative, he sees its dangers. Meerdo showed the I-Team how scammers can take a real video and use AI tools to replace a person's voice and mouth movements, making them appear to say something completely different. Advances in technology are making it easier to create deepfake videos. All a person who's familiar with AI needs to make one is a single still image and a video recording. To demonstrate this, Meerdo took a video of investigative reporter Brian New to create a deepfake of Elon Musk. These AI-generated videos are hardly perfect, but they just need to be convincing enough to deceive an unsuspecting victim. "If you are really trying to scam people, I think you can do some really bad things with this," Meerdo said.<h2>How can you spot a deepfake?</h2>Some deepfakes are easier to spot than others; there can be signs like unnatural lip movements or odd body language. But as the technology improves, it will get harder to tell just by looking. There are a growing number of websites claiming they can detect deepfakes. Using three known deepfake videos and three authentic ones, the I-Team put five of these websites to an unscientific test: Deepware , Attestiv , DeepFake-O-Meter , Sensity and Deepfake Detector .In total, these five online tools correctly identified the tested videos nearly 75% of the time. The I-Team reached out to the companies with the results; their responses are below. Deepware, a website that's free to use, initially failed to flag two of the fake videos the I-Team tested. In an email, the company said the clips used were too short and that for the best results, videos uploaded should be between 30 seconds and one minute. Deepware correctly identified all videos that were longer. According to the company, its detection rate is considered good for the industry at 70%.The frequently asked questions section of Deepware's website states: "Deepfakes are not a solved problem yet. Our results indicate the likelihood of a specific video being a deepfake or not."Deepfake DetectorDeepfake Detector, a tool that charges $16.80 per month, identified one of the fake videos as "97% natural voice." The company, which specializes in spotting AI-generated voices, said in an email that factors like background noise or music can impact results, but it has an accuracy rate of approximately 92%.In response to a question about guidance for average consumers, the company wrote: "Our tool is designed to be user-friendly. Average consumers can easily upload an audio file on our website or use our browser extension to analyze content directly. The tool will provide an analysis to help determine if a video may contain deepfake elements using probabilities, making it accessible even for those unfamiliar with AI technology."Attestiv flagged two of the real videos as "suspicious." According to the company's CEO Nicos Vekiarides, false positives can be triggered by factors like graphics and edits. Both authentic videos flagged as "suspicious" included graphics and edits. The site offers a free service, but it also has a paid tier, where consumers can adjust settings and calibrations for more in-depth analysis.While he acknowledges that Attestiv isn't perfect, Vekiarides said that as deepfakes become harder to spot with the naked eye, these kinds of websites are needed as part of the solution."Our tool can determine if something is suspicious, and then you can verify it with your own eyes to say, 'I do think that's suspicious,'" Vekiarides said.DeepFake-O-MeterDeepFake-O-Meter is another free tool supported by the University of Buffalo and the National Science Foundation. It identified two of the real videos as having a high percentage of being AI-generated.In an email, the creator of the open platform said a limitation of deepfake detection models is that video compression can lead to sync issues with video and audio and inconsistent mouth movements.In response to a question about how everyday users can use the tool, the company emailed: "Currently, the main result shown to users is the probability value of this sample being a generated sample across different detection models. This can be used as a reference if multiple models agree on the same answer with confidence (e.g., over 80% for AI-generated or below 20% for real video). We are currently developing a more understandable way of showing the results, as well as new models that can output comprehensive detection results."Sensity's deepfake detector correctly identified all six clips, showing a heatmap indicating where A.I. manipulation is most likely.The company offers a free trial period to use its service and told the I-Team that while it's currently tailored for private and public organizations, its future goal is to make the technology accessible to everyone.

In the video, the bear could be seen rolling on its back, tumbling down a small hill, picking up snow with its paws, and even climbing on some trees. "It was a really, really unique experience. I hadn't seen a bear for about two and a half months prior to this. And so it was exciting to see one that was plump for winter and having a good time just enjoying the fresh snow," said Rutman. Rutman told KRQE that he was driving on Highway 555 when he caught the bear in action. "I see a big plume of snow go flying up on my left side. And so I hit the brakes, look over, and sure enough, there's the bear just rolling around throwing snow up into the air," Rutman explained. He then pulled over and started filming the bear on his phone. "I thought the video was a lot of fun, and I hope that it brings some joy and happiness to other people because watching animals in their natural habitat is a really, really special experience. And when they're enjoying life, just as we are, it's really incredible," Rutman said. Black bears are commonly found in forested areas in New Mexico, according to the New Mexico Department of Game and Fish. PEORIA, AZ (AZFamily)— A blind and deaf dog was finally reunited with her family Tuesday after being stuck for three days underground. The Peoria family said that Lucy, a 15-year-old Chihuahua, fell into their tortoise den in the backyard. The Arizona Humane Society came out and spent six hours trying to save the pooch. The owners said they also tried to get the help of fire and police departments but were unsuccessful. Ultimately, the hole was too deep for your average rescue mission. That's where Samson's K9 Search & Rescue came in. "I saw a post this morning that Jason had put out on a Facebook group and I reached out and it was about his parents dog being stuck in a tortoise den and him not really knowing what to do him," Kim Powell with Samson's K9 Search & Rescue said. But it wasn't easy. "It (the hole) was actually a little bit more than 9 feet is a drop and almost 30 feet back ... Excavating would not have been an option," Powell said. "The risk of collapse with it being so close to a tree like this would not have been worth the risk, especially for such an old, fragile small dog." During the rescue, the team fed a camera and a catch pole into the den. "We did have quite a few attempts initially where she kind of almost stepped in to the loop on the snare, but because she's so small and so. She doesn't have a lot of weight to pull against that," Powell said. After about four hours of digging around and multiple attempts, they pulled the pup up. As the dog was hoisted back up to safety, the owner said, "Bless you guys! That's my baby!" Powell said the operation could not have been done without the help of 100% Plumbing , who came out to assist. After being reunited with their furry friend, Powell advised that the couple take Lucy to the vet but said she was in surprisingly good condition after all she had been through. ENFIELD, N.H. (WCAX) - A cybersecurity mistake in Enfield, New Hampshire resulted in hundreds of thousands of town funds going missing. The town manager there says a town employee was trying to update Enfield's bank account information, but did not follow the correct procedures, leading to more than $742,000 being deposited into a fraudulent account. They say $450,000 of that money has been successfully frozen by Bank of America and is in the process of being recovered by the town. The town manager says the employee who made the mistake is no longer employed with them. He also says the funds involved in this situation were tied to a public safety building project and were not associated with the town's general fund.
